Age-friendly services require more funding, Austin Public Health says – Austin Monitor
Austin has fallen behind cities of a similar size when it comes to caring for its elders. It’s no longer in AARP’s top 10 cities to live in for older adults as of 2022. In fact, last year, it didn’t even make the top 25. That might not be top of mind, as the median age in Austin, TX is 34.5, and only about 10 percent of Austinites are over 65. But Austin’s status as Texas’ boomtown is slowing, and adults between the ages of 65 and 74 represented the fastest-growing age group between 2010 and 2020. By the time the tech bros reach middle age, it will be in their best interest to have quality senior services in place.
In June, City Council directed the city manager to look into improving those services. According to a October 14 memo from Austin Public Health Director Adrienne Sturrup to Council on its progress, that will require more funding.
“While significant progress has been made, the effective and ongoing implementation of these initiatives is dependent on identifying and securing additional resources and budget across various departments,” wrote Sturrup.
The Parks and Recreation Department already spends over $2.8 million on senior programming. In the memo this week, it cited a need for 18 full-time senior programmers and 4 new marketing staff to meet the need for new senior programming and ensure language access is adequate. That expansion would come at an annual cost of almost $2 million.
The history of Austin’s age-friendly services is relatively short. In 2016, Austin City Council adopted what they termed the “Age Friendly Action Plan” (AFAP), which was designed in partnership with AARP and more than 30 other organizations, to make Austin more supportive to its senior residents. But in 2022, a year after the first five-year update to the plan had been released, the city auditor did a survey of Austin’s older residents about how it was working and found large gaps.
One anonymous respondent who had worked with older adults for four years wrote that Austin seniors had been ”challenged by the pandemic and the increasing affordable housing crises.” The tech divide was another concern, one respondent noted with urgency: “Any older adult who is not on social media or uses email is highly in the dark about any city services.”
“Many of our seniors have moved to Williamson County due to cost of living,” said another respondent, echoing Austinites of all ages. “Housing costs are not affordable for someone who is on a fixed income.” Almost 70 percent said the city didn’t provide access to safe and affordable transportation options for older adults.
Even if the city did provide services, they were difficult to find. Almost 40 percent strongly disagreed with the statement that city services are findable for seniors “It’s virtually impossible to find and navigate this information,” said one of the respondents. “I can’t imagine that older adults are able to find the city programs and services pages at all. It is hard for me to navigate, and I know what I am looking for,” said another.
At the end of that audit report, the city auditor offered recommendations to establish a dedicated office for older adults (instead of one coordinator) and to provide better housing, senior centers, transportation, food, in-home care and fraud protection for that population. In 2022, Austin Public Health created a new department to carry out those goals, called Age-Friendly Austin (AFA), which is now in the process of recruiting older adults to participate in the update of the next plan for 2026-2030.
In response to the June City Council resolution, the city pledged to fund financial literacy services that help seniors navigate things like Social Security or Veterans Assistance, through an annual $103,686 agreement with Family Eldercare. As seniors are at higher risk for fraud, the Austin Police Office of Community Liaison is planning to launch a “Seniors Fraud Awareness Month” in March 2026. PARD has held 153 multigenerational events at community gardens and family yoga classes over the last year. CapMetro is promising to address older residents as a “vital stakeholder” in its update to its 10-year Transit Plan 2035. (It already provides discounted fares and shuttle routes that connect residential living facilities to essential locations like grocery stores.) Just this September, Council approved funding for a new Austin Geriatric Center, and programming at the Asian American Resource Center for culturally responsive aging-in-place services.
During budget hearings this summer, the parks department proposed that the temporary Gus Garcia Recreation Center Senior Wing project become a permanent expansion in order to address the need for more senior centers in Northeast Austin. The city has been considering this since 2023, as residents of District 4 noted then that it already acts as an overcrowded de facto senior center.
But most of these changes are competing for scarce funding from the city.
During the budget process this summer, Fuentes passed an amendment supporting Meals on Wheels Central Texas with $150,000 for home-delivered meals – contingent on the tax rate increase passing in the November election.
“Meals on Wheels has suffered some pretty serious federal cuts,” Council Member Vela said during budget hearings. “They have a really large and efficient operation, lots of volunteers, a great kitchen, just a really great institution – as the federal government steps away from supporting these kinds of institutions, if they’re going to survive, we’re going to, at least in the short term, have to have to step up and provide some support.” This week’s memo asks for $400,000 more in FY26-27 for Meals on Wheels, which would allow them to serve an estimated 290 more Austinites.
As the City streamlines its aging services ahead of the five-year update to the AFAP in July 2026, the Commission on Aging has now added some clarifying guidelines in the form of an amendment at its October 8 meeting. The commission recommends “clear, quantifiable” metrics to measure if the City is making progress on its goals, and to assess if that progress is equitable across all demographics of older Austinites. Those metrics will become more necessary as the cost of providing these services becomes a pressing concern for a cash-strapped Council.

Texas Governor Threatens Austin, Dallas and Houston’s World Cup Funding Over ICE Fight

Texas Gov. Greg Abbott’s office turned preparations for the 2026 World Cup into the latest front in the U.S. battle over immigration enforcement, with the threat of pulling or withholding public safety grants from Houston, Dallas, and Austin unless the cities changed policies that state officials said limited police cooperation with U.S. Immigration and Customs Enforcement.
According to The Texas Tribune, the funding at risk totaled about $200 million across the three cities, including World Cup-related public safety money for Dallas and grants tied to Houston’s role as one of the tournament’s host cities. The 2026 World Cup is scheduled to begin June 11 and will be played across the United States, Mexico, and Canada.
Houston, the largest city in Texas, moved first. Its City Council voted 13-4 to amend an ordinance that had restricted police from detaining people solely on ICE administrative warrants. Mayor John Whitmire’s office said the change would protect $114 million in state funding while preserving protections against unreasonable detention, Reuters reported.
The original Houston ordinance had removed a requirement that police wait up to 30 minutes for ICE agents to pick up people named in civil immigration warrants. The amendment dropped language that explicitly barred that practice and removed a description of ICE administrative warrants as not having been reviewed by a judge.
Abbott’s office called the Houston change “a step in the right direction.” Texas Attorney General Ken Paxton had already sued Houston officials over the policy, arguing that it violated Senate Bill 4, the state law that bars local governments from adopting measures that “materially limit” immigration enforcement.
Dallas also revised its police policy after Abbott’s office warned that the city could lose more than $32 million in public safety grants and more than $55 million in World Cup public safety funding. The new policy says officers may ask about immigration status when a person is lawfully detained or arrested, share that information with federal authorities, and assist ICE agents when “reasonable or necessary.”
Dallas Police Chief Daniel Comeaux said the department’s mission had not changed. “Our officers will follow the law, and our updated policy will affirm that we will cooperate with federal authorities when required,” Comeaux said, according to FOX Dallas-Fort Worth. “DPD exists to protect the safety of everyone in Dallas, and we will not stop individuals only to determine their immigration status.”
Civil rights groups criticized the pressure campaign. “Houston city council caved to the governor’s threats and intimidation,” Caro Rivera Nelson, an attorney with the ACLU of Texas, told Reuters. “The effective repeal of Proposition A is a stain on our state.”
Abbott’s office said the state expects cities to comply with Texas law. “Governor Abbott has been clear: cities in Texas must fully comply with state law and cooperate with federal immigration authorities to keep dangerous criminals off our streets,” spokesperson Andrew Mahaleris said.

1 killed in Runaway Bay after severe storms tear across North Texas
RUNAWAY BAY, Texas – At least one person was killed and numerous others have been injured after a powerful storm that apparently produced at least one tornado ripped across North Texas on Saturday night.
What we know:
Wise County Judge J.D. Clark confirmed at least one fatality in Runaway Bay after an apparent tornado hit the town on the banks of Lake Bridgeport. He said numerous other people have been injured and at least 20 families have been displaced.
A photo shared by FOX 4 News viewer Chad Casey showed what appeared to be a funnel that was backlit by lightning near Runaway Bay.
A FOX 4 News crew that arrived in the town about 50 miles northwest of Fort Worth found emergency vehicles along a highway, with power lines down and debris in the roadway.
The National Weather Service had issued a Tornado Warning for the area of Wise County where Runaway Bay is located at the time the damage happened. The NWS also warned people in the path of the storm of very large hail and damaging winds.
A Tornado Warning was also in effect for the Springtown area in Parker County when the same storm caused damage about 25 miles northwest of Fort Worth.
Parker County officials reported a structure had collapsed in the Springtown area, and two people may be trapped inside. Chad Casey also shared video with FOX 4 News that showed damage to structures, billboards and vehicles.
What we don’t know:
The identity of the person killed by the storm has not yet been released.
The NWS will likely survey the damage Sunday to determine if a tornado indeed happened. If so, the agency will also assign a rating to the twister.
What they’re saying:
Clark said the American Red Cross is headed to the scene in Runaway Bay to help displaced families.
“A Reunification Center has been established at: 513 Port O’ Call Drive, Runaway Bay,” Clark wrote in a Facebook post. “Families seeking information about loved ones or needing assistance are encouraged to report to this location.”
He said everyone but first responders should avoid the Runaway Bay area.

Texas cooks up new rules for food trucks
TEXAS — Beginning this summer, food trucks across Texas will no longer be bound to city limits. The state Legislature passed House Bill 2844 last year, and it strikes away the city-by-city permit structure and introduces a statewide approach instead.
For example, before the law passed, food truck operators wanting to work in the city of Austin one week then travel and cook in the city of Georgetown the next would have to apply and pay for each city’s approval.
“Every single city in Texas, and sometimes county as well, gets to currently regulate how food trucks work,” said Samuel Hooper from Institute for Justice, a legislative counsel. “They get to issue their own health permits. They get to run their own inspections. So as you can imagine, that gets really expensive really fast.”
But starting July 1, mobile vendors can operate from Lubbock to Austin using the same permit.
“Just one health inspection, one permit,” said Hooper. “You maintain public safety, but you get rid of all this bureaucracy.”
Hooper has lobbied for this type of food-business policy for years, including with his support of a similar bill introduced last year under HB 2683. The new HB 2844 was a parallel bill and took over as main legislation. A food truck enthusiast himself, Hooper said he is happy to see the policy come into full effect.
“Let food trucks focus on what they actually do best, which is cooking food and not doing paperwork,” Hooper said.
One Austin-based food truck owner, Suresh Mogili, carries the same philosophy while cooking burgers in his truck, Eat Love Repeat.
“I’ve been doing this business since 2019,” he said. “I’m from a different country; I’m from New Zealand, so last year I came to introduce the concept in the USA, so it’s a fusion style burger.”
Hooper said food trucks should have a less rigid structure to help aspiring operators like Mogili cook and serve instead of dealing with paperwork. Part of the roadblock is due to fears that brick-and-mortar businesses will suffer, he said, and pointed to a 2022 study that shows the opposite.
“It’s meant to be a way for people with less capital, less access to capital, maybe who are new to the country or state, to get up and running and start a business quickly,” Hooper said.
Texas joins the list of other states that have implemented similar structures for their food trucks, including Utah and Maryland.
Despite the growing trend nationwide, Hooper advises it might be best to max out control at the state level.
“You kind of have to strike that balance between wanting it to be local enough to respond genuinely to local and regional issues, and not so broad that it kind of erases those,” Hooper said.
