ALEXANDRIA, Va. – Even in the violent world of the MS-13 street gang, the killings in northern Virginia in the summer of 2019 stood out. In that year, “the Washington, D.C., metropolitan area became an MS-13 hunting ground,” in the words of prosecutors.

Law enforcement had become accustomed to MS-13 killings involving rival gang members, or ones in which MS-13 members themselves became victims when suspicions arose that they were cooperating with police. What was new, prosecutors say, was that victims were chosen at random, with no connection to MS-13 or any other gang.

On Tuesday, gang leader Melvin Canales Saldana, whose orders set off the killings, was sentenced to life in prison, as was another gang member convicted of carrying out one of them. A third member was sentenced to 14 years in prison after he was convicted of conspiracy to commit murder but was acquitted of carrying out the killing himself.

Prosecutors say Canales was the second-ranking member in the Sitios clique, or subunit, of MS-13, which had a strong presence in northern Virginia. In spring 2019, Canales ordered midlevel members to carry out their duties to kill rival gang members more aggressively, prosecutors said; up until that time, members of the clique had largely contented themselves with running cocaine between New York and Virginia.

MS-13 members responded by patrolling in Virginia and Maryland, looking for rival gang members. But they came up empty, according to prosecutors. When that happened, they instead targeted random civilians so they could increase their status within the gang.

“At first blush the murders committed in the wake of the defendant’s order seem to be the stuff of urban legend,” prosecutors John Blanchard and Matthew Hoff wrote in court papers. “Gang members forming hunting parties and killing whoever was unfortunate to cross their path was an alien concept.”

In August 2019, gang members targeted Eric Tate as he traveled to an apartment complex to meet a woman. He bled out in the street. The next month, Antonio Smith was coming home from a convenience store when he was shot six times and killed. Court papers indicate Smith asked his killers why they were shooting him.

At a separate trial, three other MS-13 members, including the gang’s U.S. leader, Marvin Menjivar Gutiérrez, were convicted for their roles in the double slayings of Milton Bertram Lopez and Jairo Geremeas Mayorga. Their bodies were found in a wooded area of Virginia’s Prince William County in June 2019. The defendants from that trial have not yet been sentenced.

Canales’ attorney, Lana Manitta, said she will appeal her client’s conviction. She said that the targeting of innocent civilians was against her client’s wishes, and that his underlings tried to portray the shooting victims as legitimate gang rivals to him so that they would earn their promotions within the gang.

“Mr. Canales repeatedly warned clique members to ‘do things right,’” Manitta said in court papers.

Prosecutors say that Canales joined the gang at age 14 or 15 while he was living in El Salvador and that he came to the U.S. illegally in 2016 to evade arrest warrants in that country.

MS-13 got its start as a neighborhood street gang in Los Angeles but grew into a transnational gang based in El Salvador. It has members in Honduras, Guatemala and Mexico, and thousands of members across the United States with numerous cliques, according to federal authorities.

Gov. Jim Justice has declared a state of emergency for the state’s higher educational system. 

During his regular press briefing Tuesday, Justice said the declaration allows the state to bypass FAFSA requirements for state programs such as the PROMISE scholarship.

“We have to find a way to bypass this FAFSA requirement that will provide eligibility to our high school kids in regards to their scholarships, especially PROMISE and on and on and on,” he said. “We have at this time a 40 percent decline in applications and the reason for that is, our kids don’t know what to do.” 

The Free Application for Federal Student Aid (FAFSA) unlocks both federal and state financial aid for students. The federal government released a shortened FAFSA at the end of last year that was intended to simplify the financial aid process for students, but the rollout of the new form has been plagued with delays and technical issues.

Justice was joined by Higher Education Policy Commission Chancellor Sarah Tucker, who assured West Virginia students they will get the support they deserve.

“To the students and families, I want you to know that we have your back,” she said. “We want you to know that if you qualify for PROMISE and or the higher education grant, you will get that money for this fall regardless of your FAFSA status.”

Tucker warned members of the Legislative Oversight Commission on Education Accountability at an interim meeting earlier this month that the confusion over the new form was causing delays for the state’s educational programs and would require a creative solution. 

“With Governor Justice’s proclamation, students who qualify and apply for the Promise scholarship by September 1 will receive an award of up to $5,500 for the 2024-2025 academic year,” Tucker said. “If a student completed last year’s FAFSA and qualifies for our need based higher education grant, they will receive the award of up to $3,400 for the fall semester.”

Tucker and Justice both implored students and parents to call the commission’s hotline at 1-877-987-7664 and to keep working on completing their FAFSAs. 

According to Tucker, students who do not have a FAFSA on file can also qualify for Higher Education grants by presenting their eligibility letter for Department of Human Services programs such as SNAP, Medicaid or WIC to their higher education institution’s financial aid office.

Justice indicated West Virginia is leading the country by declaring a state of emergency to try and resolve FAFSA-related issues.

“We’ve got to still get you through this FAFSA requirement for you to get fed dollars,” he said. “But to get you state dollars, this state of emergency absolutely, we ought to be able to move forward.”

There’s been a lot of questions surrounding Jason Kidd’s decision to play small down the stretch of Game 4 against the Clippers, a game in which the Mavericks lost 116-111. James Harden had his floater looking like it was 2017 again, hitting 6 such shots in the 4th quarter, taking advantage of no real shot-blocking threat patrolling the paint as Maxi Kleber was playing center.

Even Bill Simmons wondered on his podcast Sunday night “Both teams have matchups against the other team that they really like… if you’re Dallas you could go ‘you know what, maybe we shouldn’t have had Kleber down the stretch, maybe we should play our bigs.’”

This brings up the question, will Jason Kidd change his late-game rotations?

From February 1st to the end of the regular season, a stretch of 34 games, the Mavericks’ most-played lineup in the fourth quarter was Luka Doncic, Kyrie Irving, Josh Green, PJ Washington, and Maxi Kleber. That lineup played just 23 minutes in that time frame, a small sample size. Coach Kidd has continued to play with different lineups, trying to find 5-man units that work in different situations.

The lineup rolled out at the end of Game 4 was Doncic, Irving, Washington, Derrick Jones Jr., and Kleber; a lineup that played just 14 minutes in the 4th quarters of the regular season. In the 4th quarter of Game 4 alone, that second lineup played 10 minutes (all rotation data courtesy of the NBA).

In those 10 minutes, the Mavericks were +5, but a lot of that was that stretch from the 8-minute mark to when Kyrie Irving hit that impossible layup to put the Mavericks ahead with 2:15 remaining; a stretch where the Mavs outscored LA 19-5. The lineup was clearly working then, getting stops on one end and hitting shots on the other.

Over the last two minutes of Game 4, the Clippers outscored the Mavericks 12-6, with Harden hitting two of his floaters in that timeframe. The last one put Kleber in a tough situation if he stepped up to defend the shot, as Harden likely would’ve hit the lob pass over Kleber to Ivica Zubac, who was waiting in the dunker spot.

With two minutes left in the game, it can be hard to make that decision to change a lineup that had just outscored the Clippers by 14, even if playing Dereck Lively II or Daniel Gafford makes sense in hindsight. And yet, the Mavericks haven’t adjusted well all series to certain things, as former Maverick and current ESPN commentator JJ Redick talks about below.

Here is what Coach Kidd said after the game to reporters regarding the decision to stay small: “Understanding offensively, we needed to space the floor. Maxi (Kleber) did a really good job
there. Understanding the options we have of being able to play Maxi, being able to stretch the
floor was the option we went with. Living with 2s in this league doesn’t hurt you but 3s kill you
– and 3s killed us this afternoon. We’ve got to be better. When (James) Harden is taking 2s, it’s
better than him shooting the 3. Understanding what they were shooting from 3 in the first half,
you’ve got to give up something. They’re talented. We gave up the 2s – but contested 2s – and
they made them. They gave us a chance to get back in the game and actually take the lead.”

The quote reads that they were so scarred defensively from the 3-point barrage the Clippers displayed in the first half that Coach Kidd wanted to be more versatile on the perimeter and rolled with Kleber, willing to let Harden shoot 2s. It makes sense, as the Clippers shot 18/29 from 3 for the game, many of those heavily contested. Coach Tyronn Lue and the Clippers made a great adjustment by allowing Harden to create offense for himself in the paint and that changed the game down the stretch and the Mavericks couldn’t respond in time. They’ll have to be better.

So will Coach Kidd change his clutch-time lineups moving forward? The rotation data from the season certainly suggests he will, but this series will come down to more than just changing lineups.

Game 5 will be Wednesday at 9 p.m. CST from Crypto.com Arena in Los Angeles, California, as the series is tied 2-2.
