North Dakota bill proposes cigarette tax hike, includes e-cigarettes


BISMARCK — A bill introduced at the North Dakota Legislature would increase the state’s tax on cigarettes and other commercial tobacco products.

House Bill 1570 would also put a tax on e-cigarettes.

The coalition “Stand Up for Youth-ND” is in favor of the bill and says research shows a tax increase would be beneficial.

Research from the American Heart Association (AHA) shows that the tax increase would prevent 500 youths from becoming adults who smoke and prevent 400 smoking-caused premature deaths.

Tony Burke, AHA government relations director, says the tax increase has been a long time coming.

“It’s not been touched since 1993. There’s been no increase. This pricing is at 49th in the nation, basically dead last. And we know there’s a direct correlation to increase in the commercial tobacco prices to decrease usage,” Burke said.

The bill has been referred to a House committee and will be in a hearing next Wednesday.

FARGO — Jaiden Haile scored 29 points to lead West Fargo

Horace to a 73-59 victory against Bismarck Legacy

on Thursday in the opening round of the North Dakota Division 2A girls basketball state tournament at the Fargodome.

The top seed from the East Region, the Hawks advanced to Friday’s state semifinals. Lakyn Donnelly added 22 points for Horace.

Mimi McAllister sank two free throws in the closing seconds to lift

Mandan to a 58-57 victory

against Grand Forks Red River in the quarterfinals.

Horace plays Mandan at 1 p.m. Friday in the state semifinals.

Abby Fosland scored 18 points to help Bismarck

Century power past Fargo Shanley 59-54

in the quarterfinals. Jaya Taylor scored 21 points to lead the Deacons.

Kinley Bartsch scored 20 points to help

Minot secure a 65-59 victory

against Fargo Davies in the final game of the opening round. Quinn Skari paced the Eagles with 31 points.

Century plays Minot in the second state semifinal, scheduled to start 20 minutes after the first girls semifinal.

Bismarck, ND: Members of the House and Senate have passed competing bills through their respective chambers providing for the use of “cannabinoid edible products” by qualified medical cannabis patients. Under current law, state-registered patients may possess either herbal cannabis or infused tinctures, capsules, or topical patches.

Both measures – House Bill 1203 and Senate Bill 2294 – define “cannabinoid edible products” as “soft or hard lozenges in a geometric square shape into which a cannabinoid concentrate or the dried leaves or flowers of the plant of the genus cannabis is incorporated.” The Senate version of the bill limits edible products to no more than 5 mg per serving, while the House version imposes a 10 mg limit.

Edible cannabis products possess a longer duration of effect compared to inhaled or vaporized herbal cannabis.

Voters approved the state’s medical cannabis law nearly a decade ago. Nearly 10,000 North Dakotans are currently registered to access medical cannabis.

Separate legislation (HB 1596) fully decriminalizing low-level marijuana possession by adults was passed by the House in February and awaits further action by the Senate.

Minnesota, North Dakota unions warn of impacts from federal Department of Education cuts


FARGO — Hundreds of workers are set to lose their jobs in the U.S. Department of Education as part of cuts announced this week, leaving many worried about the impact on students and schools.

Teachers’ unions in Minnesota and North Dakota are speaking out about the potential consequences of the cuts, believing students will be the ones most affected. Representatives from both the Fargo and West Fargo school districts say the cuts will not immediately impact their operations, but the announcement has left some nervous about the future.

“While we’ve known about this for a long, long time, when it finally happens, it is rather shocking,” said Denise Specht, president of Education Minnesota.

Nearly half of the Department of Education’s workforce is being cut, and some fear this is part of a larger plan to eliminate the department entirely. The presidents of Education Minnesota and North Dakota United, both organizations that represent teachers, are raising concerns about what the cuts could mean for the future of education.

“I think the fact that they’re laying off fully 50% of the staff is problematic and should cause North Dakotans concern,” said Nick Archuleta, president of North Dakota United.

North Dakota receives just more than $170 million in federal funds from the Department of Education, while Minnesota’s funding is nearly $530 million.

“If we’re going to start messing around with the funding, it’s going to cause an impact in every community in North Dakota with a school,” Archuleta warned.

These federal funds help support programs for students with disabilities, those from low-income families and homeless students.

“Just because the money goes away, doesn’t mean the need goes away. That’s never been how it works. This money is allocated based on need, not based on some fairy dust,” Archuleta added.

The cuts are not just limited to community schools. They may also affect higher education, including federal Pell Grants that help students pay for college tuition.

“If we want to see job creation depleted, if we want to make higher ed out of reach for most families, take away special ed services, then that’s what’s going to happen,” Specht said.

If the Department of Education is eliminated, President Donald Trump has suggested that education would be run by individual states instead of “bureaucrats in Washington.”

Minnesota’s Democratic Gov. Tim Walz criticized the cuts heavily during a news conference. Meanwhile, North Dakota’s Republican Gov. Kelly Armstrong’s office told WDAY News, “Giving states more control over education funding is a good thing,” and the state will work with the administration to ensure schools and students have the resources they need to succeed.
