South Carolina receives nearly $1B in infrastructure funding under Biden’s Bipartisan Infrastructure Law
CHARLESTON COUNTY, S.C. (WCIV) — More infrastructure funding was allocated to South Carolina for the Fiscal Year 2024, as noted in a Thursday announcement from the U.S. Department of Transportation’s Federal Highway Administration.
Approximately $997 million will support investments in roads, bridges, tunnels, and carbon emission reduction, among other infrastructure investments within the state. The funding is from President Joe Biden’s Bipartisan Infrastructure Law.
“Long-needed major improvements are coming to America’s network of roads, bridges, and highways,” said U.S. Transportation Secretary Pete Buttigieg. “Thanks to President Biden, we are proud to deliver funding to modernize roads and bridges across America–strengthening our supply chains, creating good-paying jobs, and connecting Americans to every corner of this country.”

In South Carolina, the funding is broken down as the following:
- National Highway Performance Program: $519,692,408
- Surface Transportation Block Grant: $252,823,334
- Highway Safety Improvement Program: $54,068,846
- Railway-Highway Crossings Program: $4,861,791
- Congestion Mitigation & Air Quality Program: $14,849,854
- Metropolitan Planning: $4,323,173
- National Highway Freight Program: $24,161,027
- Carbon Reduction Program: $22,543,414
- PROTECT Formula Program: $25,633,477
- National Electric Vehicle Infrastructure Program: $14,909,490
- Bridge Formula Program: $59,244,248
“These historic investments in American infrastructure give States the flexibility they need to determine how to allocate funds for a range of transportation projects such as improving safety for all road users, replacing aging bridges, and reducing carbon emissions,” said Federal Highway Administrator Shailen Bhatt.
“This funding will allow States to continue the important work of President Biden’s Bipartisan Infrastructure Law that is making our infrastructure safer and more efficient for the millions of Americans who rely on it to get to school, work, and other important destinations every day.”

South Carolina wide receiver Vandrevius Jacobs signs NIL deal with the Garnet Trust to remain in Columbia next season.
The Garnet Trust is the official NIL partner of Gamecocks Athletics. On Thursday, the Collective announced Jacobs’ return to the Gamecocks with a new NIL deal.
The 6-foot-0 and 190 pound reciever our of Fort Pierce, Florida joined South Carolina after transferring from Florida State last offseason. The redhisrt freshman caught 12 passes for 181 yards in 2024.
Jacobs’ announcement comes two days after senior Jared Brown decided to return to Columbia as well.

Grambling transfer linebacker Andrew Jones emerged as one of South Carolina’s top targets from the moment he entered the portal — today the Gamecocks got their guy.
Jones — the Southwestern Athletic Conference (SWAC) Co-Defensive Player of the Year — has committed to South Carolina out of the portal and will step into a major role in the Gamecocks’ defense in 2025.
Jones, ranked the No. 9 linebacker in the portal, reported offers from Ole Miss, Oklahoma State, USF, and Georgia State, while he heard from over 20 schools.

The 6-foot-2, 220-pounder tallied 122.0 total tackles (57 solo), 20.5 tackles of loss, 3.0 sacks, one forced fumble, one fumble recovery and one defensive touchdown this season.
Jones will be expected to bring that productivity to a linebacker room that loses its top three contributors, Debo Williams, Demetrius Knight Jr., and Bam Martin-Scott, from this year’s squad.
Jones, who has one year of eligibility left, previously spent time at Memphis.
The Marrero, La. native is South Carolina’s fifth transfer portal pledge, joining OL Nick Sharpe (Wake Forest), EDGE Jaylen Brown (Missouri), TE Jordan Dingle (Kentucky), and DL Gabriel Brownlow-Dindy (Texas A&M).
South Carolina football needed immediate help at linebacker, and has made its first move in the transfer portal to find some.
The Gamecocks landed their third transfer portal target of the day and fifth overall when former Grambling State linebacker Andrew Jones committed to South Carolina late Wednesday night. He is the third defensive player in the class, and the first linebacker to help replace a room set to lose Debo Williams, Demetrius Knight Jr. and Bam Martin-Scott following the 2024 season.
Jones was co-defensive player in the SWAC in 2024. The redshirt junior registered 122 tackles, 20.5 tackles for loss and three sacks last season, by far the best season of his career. He started playing college football at Memphis in 2021, where he maintained his redshirt with four appearances before playing in five games in 2022.
He will be a redshirt senior next season, meaning the 2025 season will be his final year of eligibility.
