US Fish and Wildlife backed Colorado plan to get wolves from Canada before new threats to take over program, documents show
The U.S. Fish and Wildlife Service backed Colorado’s plan to obtain wolves from Canada nearly two years before the federal agency lambasted the move as a violation of its rules, newly obtained documents show.
In a letter dated Feb. 14, 2024, the federal agency told Colorado state wildlife officials they were in the clear to proceed with a plan to source wolves from British Columbia without further permission.
“Because Canadian gray wolves aren’t listed under the Endangered Species Act,” no ESA authorization or federal authorization was needed for the state to capture or import them in the Canadian province, according to the letter sent to Eric Odell, CPW’s wolf conservation program manager.
The letter, obtained by The Colorado Sun from state Parks and Wildlife through an open records request, appears to be part of the permissions the state received before sourcing 15 wolves. The agency also received sign-offs from the British Columbia Ministry of Land, Water and Resource Stewardship and the Convention on International Trade in Endangered Species of Wild Flora and Fauna.
In mid-December, however, the Fish and Wildlife Service pivoted sharply from that position, criticizing the plan and threatening to take control over Colorado’s reintroduction.
In a letter dated Dec. 18, Fish and Wildlife Service Director Brian Nesvik put CPW on alert when he told acting CPW Director Laura Clellan that the agency violated requirements in a federal rule that dictates how CPW manages its reintroduction.
Colorado voters in 2020 directed CPW to reestablish gray wolves west of the Continental Divide, a process that has included bringing wolves from Oregon in 2023 and British Columbia in 2025.
The federal rule Nesvik claims CPW violated is the 10(j). It gives Colorado management flexibility over wolves by classifying them as a nonessential experimental population within the state of Colorado. Nesvik said CPW violated the 10(j) by capturing wolves from Canada instead of the northern Rocky Mountain states of Montana, Wyoming, Idaho, Washington, eastern Oregon and north-central Utah “with no warning or notice to its own citizens.”
CPW publicly announced sourcing from British Columbia on Sept. 13, 2024, however, and held a meeting with county commissioners in Rio Blanco, Garfield, Pitkin and Eagle counties ahead of the planned releases last January. The agency also issued press releases when the operations began and at the conclusion of operations, and they held a press conference less than 48 hours later.
Nesvik’s December letter doubled down on one he sent CPW on Oct. 10, after Greg Lopez, a former Colorado congressman and 2026 gubernatorial candidate, contacted him claiming the agency violated the Endangered Species Act when it imported wolves from Canada, because they lacked permits proving the federal government authorized the imports.
That letter told CPW to “cease and desist” going back to British Columbia for a second round of wolves, after the agency had obtained the necessary permits to complete the operation. Nesvik’s reasoning was that CPW had no authority to capture wolves from British Columbia because they aren’t part of the northern Rocky Mountain region population.
But as regulations within the 10(j) show, the northern Rocky Mountain population of wolves “is part of a larger metapopulation of wolves that encompasses all of Western Canada.”
And “given the demonstrated resilience and recovery trajectory of the NRM population and limited number of animals that will be captured for translocations,” the agencies that developed the rule – Fish and Wildlife with Colorado Parks and Wildlife – expected “negative impacts to the donor population to be negligible.”
So despite what Nesvik and Lopez claim, “neither identified any specific provision of any law – federal, state or otherwise – that CPW or anyone else supposedly violated by capturing and releasing wolves from British Columbia,” said Tom Delehanty, senior attorney for Earthjustice. “They’ve pointed only to the 10(j) rule, which is purely about post-release wolf management, and applies only in Colorado.”
More experts weigh in
In addition to the 2024 letter from the Fish and Wildlife Service, documents obtained by The Sun include copies of permits given to CPW by the Ministry of British Columbia to export 15 wolves to the United States between Jan. 12 and Jan. 16, 2025.
These permits track everything from live animals and pets to products made from protected wildlife including ivory.
The permit system is the backbone of the regulation of trade in specimens of species included in the three Appendices of the Convention on International Trade in Endangered Species, also called CITES. A CITES permit is the confirmation by an issuing authority that the conditions for authorizing the trade are fulfilled, meaning the trade is legal, sustainable and traceable in accordance with articles contained within the Convention.

Gary Mowad, a former U.S. Fish and Wildlife agent and expert on Endangered Species Act policies, said “obtaining a CITES certificate is unrelated to the 10j rule” and that in his estimation, CPW did violate both the terms of the 10(j) and the memorandum of agreement with the Fish and Wildlife Service, because “the 10(j) specifically limited the populations from where wolves could be obtained, and Canada was not authorized.”
Mike Phillips, a Montana legislator who was instrumental in Yellowstone’s wolf reintroduction that began in 1995, thinks “the posturing about a takeover seems like just casually considered bravado from Interior officials.”
And Delahanty says “Nesvik and Lopez are making up legal requirements that don’t exist for political leverage in an effort that serves no one. It’s unclear what FWS hopes to accomplish with its threatening letter,” but if they rescind the memorandum of agreement, “it would cast numerous elements of Colorado’s wolf management program into uncertainty.”
Looking forward
If Fish and Wildlife does as Nesvik’s letter threatens and revokes all of CPW’s authority over grey wolves in its jurisdiction, “the service would assume all gray wolf management activities, including relocation and lethal removal, as determined necessary,” it says.
But Phillips says “if Fish and Wildlife succeeds in the agency’s longstanding goal of delisting gray wolves nationwide,” a proposition that is currently moving through Congress, with U.S. Rep. Lauren Boebert’s Pet and Livestock Protection Act bill, the agency couldn’t take over Colorado’s wolf program. That’s because “wolf conservation falls back to Colorado with (its voter-approved) restoration mandate.” And “the species is listed as endangered/nongame under state law,” he adds.
If the feds did take over, Phillips said in an email “USFWS does not have staff for any meaningful boots-on-the-ground work.” Under Fish and Wildlife Service control, future translocations would probably be “a firm nonstarter,” he added, “but that seems to be the case now.”
A big threat should Fish and Wildlife take over is that lethal removal of wolves “in the presence of real or imagined conflicts might be more quickly applied,” Phillips said.

But it would all be tied up in legal constraints, given that gray wolves are still considered an endangered species in Colorado, and requirements of the 10(j) and state law say CPW must advance their recovery.
So for now, it’s wait and see if CPW can answer Fish and Wildlife’s demand that accompanies Nesvik’s latest letter.
Nesvik told the agency they must report “all gray wolf conservation and management activities that occurred from Dec. 12, 2023, until present,” as well as provide a narrative summary and all associated documents describing both the January 2025 British Columbia release and other releases by Jan. 18., or 30 days after the date on his letter. If they don’t, he said, Fish and Wildlife “will pursue all legal remedies,” including “the immediate revocation of all CPW authority over gray wolves in its jurisdiction.”
Shelby Wieman, a spokesperson for Gov. Jared Polis’ office, said Colorado disagrees with the premise of Nesvik’s letter and remains “fully committed to fulfilling the will of Colorado voters and successfully reintroducing the gray wolf population in Colorado.”
And CPW maintains it “has coordinated with USFWS throughout the gray wolf reintroduction effort and has complied with all applicable federal and state laws. This includes translocations in January of 2025 which were planned and performed in consultation with USFWS.”

Colorado Parks and Wildlife employees are in the crosshairs, caught between mountain lion lovers on the left and anti-wolf advocates on the right. The news this week that CPW employees are facing a variety of threats from radical elements in both groups of Coloradans strikes us as ironic sad — and frightening.
But in the face of unnecessary radicalism, we urge policymakers not to entrench themselves in their positions but to take a moderate approach that accepts the reality that, on both sides of the issue, there is ground to give.
CPW acting director Laura Clellan told The Colorado Sun that her staff has received anonymous threats over two mountain lions who were euthanized following a fatal attack on a runner. And after the release of 15 gray wolves into Colorado, CPW staff were followed during operations and threatened with violence.
We expect healthy and robust debate about Colorado’s wildlife management practices, but both sides of these issues have gone crazy. This outlandish and harassing behavior must stop.
Hunting is a vital part of our wildlife management, our economy and our Western culture as is Colorado Parks and Wildlife’s ability to euthanize animals who pose a threat to humans. The Denver Post editorial board opposed a ban on mountain lion hunting in 2024’s Proposition 127. But we also supported the reintroduction of wolves in Colorado in 2020’s Proposition 114. The wolves are native to Colorado and could help our ecosystems find the right balance between predator and prey.
From this middle-ground position, we can call for both sides to simmer down.
Because from our vantage of impartiality, we can see plainly that mountain lion hunting needs much more regulation to protect the apex predator from being overly culled. The ban simply went too far.
And we can see plainly that the reintroduction of wolves has not gone well for the wolves or for the ranchers whose livelihoods have been impacted by wolf depredation.
Neither of those realizations requires a revolution. A strongly worded letter to state officials or reintroduction of ballot measures to change state law could suffice in both instances of policy failure.
Accusations that CPW staff is acting inappropriately or that they are out to get Coloradans who have different ideas for how our wildlife should be managed are both inappropriate and inaccurate. There is no conspiracy to protect mountain lion hunters or the guides who make money pursuing the big cats for clients. There is no conspiracy to chase Colorado ranchers off of public lands with marauding bands of gray wolves.
What we do know is that a Colorado woman was recently killed by a mountain lion while on a heavily used trail near an established neighborhood in Estes Park. The tragic death followed months of reports of mountain lions that appeared to no longer fear humans. Euthanizing those animals was the right decision.
Hunting lions can contribute to the animals retaining a natural fear of humans and dogs. Not banning hunting was the right call. However, the tragic death also shouldn’t lead to vehement anti-lion sentiment like we are seeing with gray wolves.
Apex predators are a critical part of our ecosystem, and while they always pose a risk to humans, managing them, not eradicating them, is the right path.
Gray wolves were naturally entering Colorado’s northern territory before voters decided to accelerate their reintroduction in 2024. Last winter 15 wolves were released in Colorado, and since then, 11 have died. Of the 10 wolves that were released in 2023, an unknown number have survived. The state tracks 19 wolves via collars and knows of at least four packs that are having pups. The mortality of introduced wolves is unacceptable, but so are the continued threats to hunt and slaughter the wolf population. We support hunting lions because the population is stable and needs to be managed. Until the wolf population stabilizes, the animals must be protected.
Colorado Parks and Wildlife officials are doing their best to manage our wildlife and protect our ecosystems. Any conversations about wolf and lion populations and protections must start and end with that truth.

Two Most Impactful Transfers For Colorado’s Defense
The Colorado Buffaloes defense took a huge step forward under defensive coordinator and safeties coach Robert Livingston upon his arrival in Boulder, Colorado. Livingston was with the Cincinnati Bengals fulfilling a variety of roles before Deion Sanders brought him onto his staff.
Livingston massively improved the defense in his first season in several categories which allowed the Buffaloes to have a record of 9-4 and compete for a Big 12 title in 2024. However, Colorado’s defense took a step back in 2025. Can Livingston, Sanders, and the rest of the Buffaloes’ coaching staff help turn the defense around? Transfer defensive back Paul Omodia and defensive lineman Dylan Manuel will likely play a part.
Prioritize Playmakers
Sanders knows what he wants in his coordinators, he wants them to tailor the gameplan to the playmakers and use the players strengths to Colorado’s advantage and that is exactly what Livingston does.
Livingston’s scheme at a foundational level is a 4-3 defense that allows the safeties to react to what they see and disrupt offenses run game and their air attack. As far as the gameplan goes, Livingston’s plans are a week-to-week plan, helping his defenses become successful through confusing opponents, taking away their best options, and mixing up coverages to never be predictable.
Livingston wants his players to go play football fast and aggressively. When he had Travis Hunter in 2024 he tailored the scheme to allow him to hunt for turnovers as a ball hawk.

Defensive Back Paul Omodia
Through the portal Colorado has been able to add several players, however defensive back tranfser Paul Omodia stands out.
Omodia brings significant playmaking ability to the secondary as a player who can take advantage of offenses putting the ball in risky situations. As a Lamar Cardinal in the Southland conference, he was able to do so at an elite level.
In his final season, Omodia forced 14 incompletions as an all-conference player. Omodia and his length at 6-2 can and will provide lots of versatility for an already strong Colorado defense.
Defensive Lineman Dylan Manuel
Colorado made many additions to the defensive front in order to help stopping the run which was a problem in a few matchups this year, most notably the game against the Utah Utes.
This includes Dylan Manuel transferring from Appalachian State. As a freshman, he was able to contribute 4.5 tackles for loss and two sacks with a forced fumble.
Manuel’s production as a young player in Livingston’s defense should only improve and he promises to be one of those playmakers that are needed in this defense to be successful. His continued improvement as a pass rusher and disrupter in the run game will help others around him to be more aggressive.
There have been several other additions in the portal that will bolster both the front seven as well as the secondary, however Omodia and Manuel promise to be key contributors in a defense that will be one to reckon with in 2026.
With a better overall unit in the front to stop the run, the pass defense could have several opportunities to get after the quarterback and make plays on the ball.

Colorado weather: Denver, Eastern Plains brace for frigid cold as snow is headed to mountains
Winter is back.
Temperatures on Friday are expected to rise no higher than 15 degrees in Denver, with the thermometer dipping to a few notches above zero tonight. Oh, and throw in some snow while you’re at it.
In the metro area, accumulations this weekend are expected to be insignificant — at less than an inch, according to the National Weather Service. Snow is not expected to begin falling until after 3 p.m. Friday.
It’s a different story in the central mountains, where a winter weather advisory goes into effect at 11 a.m. Friday and lasts until 5 p.m. Saturday, with five to 11 inches of snow expected. The National Weather Service warns of hazardous travel conditions Friday evening into Saturday morning along the Interstate 70 corridor into Summit County.
On Colorado’s northeast and east central plains, the arctic blast has already arrived, with the weather service issuing a cold weather advisory that went into place at 3 a.m. Friday and will last until 9 a.m. Saturday. Wind chills on the plains could go as low as 22 degrees below zero.
Meterologists are warning that in areas east of Denver and out to the Kansas state line, frostbite could develop in less than 30 minutes if people are not dressed properly, which includes layers and wearing a hat and gloves to reduce skin exposure to the cold.
Snow on the plains is forecast to begin falling Friday and will wrap up sometime during the day Saturday. Little accumulation is expected.
Frigid conditions continue into Saturday in Denver, with snow likely but additional accumulations of less than 1 inch. The high on Saturday will be 21 degrees. Saturday night will drop to around 6 degrees, with wind chills at 2 below zero.
Cities across the metro area activated emergency cold weather shelter programs on Thursday as Colorado braced for a wave of arctic cold and snow.
The sun returns on Sunday, according to the National Weather Service, but temperatures remain cold — with a high of 24 degrees. Bundle up if you’re headed to the Broncos AFC Championship game versus the New England Patriots at Empower Field at Mile High.
Then the warmup begins, with temperatures rising to 47 on a sunny Monday and Tuesday. The high on Wednesday could eclipse 50 degrees.
