Men accused of killing Jocelyn Nungaray believed to be Venezuelan gang members: search warrant
New search warrants reveal the men accused of killing 12-year-old Jocelyn Nungaray are possibly members of the Venezuelan gang Tren de Aragua.
Franklin Pena, 26, and Johan Martinez-Rangel, 22, were indicted last month on capital murder charges in connection with Nungaray’s murder.
Documents say Pena and Rangel kidnapped the 12-year-old and caused her death by applying pressure to her neck. The two are also accused of sexually assaulting her before leaving her body under a bridge.
The new search warrants regarding the alleged gang involvement were filed in the District Court of Harris County and obtained by FOX 26 Houston.

The men’s alleged association with the gang, also known as TdA, was discovered after searching their social media accounts.
The TikTok account believed to be linked to Rangel had used ninja, crossed swords and classical building emojis, which are known to be associated with the gang. TikTok did not immediately respond to a Fox News Digital request for comment regarding the new search warrants.

Investigators also observed a video of Rangel “wearing Jordans and Gucci,” brands also connected with the gang.
Pena’s TikTok account had photos showing tattoos known to be associated with the TdA gang, which included one star on each shoulder and a rose tattoo on his hand. He was observed on video wearing Air Jordan brand and Chicago Bulls brand clothing, the search warrant says.

“I believe that Johan Jose Martinez Rangel and Franklin Jose Pena Ramos utilized multiple social media applications and accounts to communicate with gang members about gang activities,” one of the investigators wrote in a search warrant.
The search warrant requests further data from the suspects’ phones and social media accounts, in search of more evidence to tie the men to their alleged offense of capital murder.
Rangel is due back in court on Nov. 11.

Los Angeles City Council pressured to redraw district lines by state AG: report
One of California’s highest ranking officials wants the Los Angeles City Council to agree to redraw the boundaries of city’s 15 districts, according to a report.
The Los Angeles Times reported Wednesday that California Atty. Gen. Rob Bonta’s office drafted a legal document that, if signed by the council, would require the city to redistrict in time for the 2026 primary election.
As of Thursday, there was no word whether the council intended to sign the agreement.
The document, according to The Times, would require the members to remove personal bias as to their favorability for reelection before approving the new district lines.
The push for new boundaries comes just three years after the council previously approved new district lines. That agreement, signed in 2021, was a 10-year deal, but according to reporting from The Times, those lines haven’t provided sufficient representation for Latinos.
Discussions between Bonta’s office and L.A. city officials have included a new, Latino-focused district in the San Fernando Valley.
The reported push to redraw districts comes after a 2022 scandal rocked the L.A. City Council when an audio recording leaked of council members making racist remarks.
That scandal led to the resignation of then-council president Nury Martinez. Kevin De León, who was also on the recording, remains in office.

Here's how much you will get from the California Climate Credit on your electric bill
Millions of Californians will get a credit on their electric bill in the next few weeks as part of the state’s efforts to fight climate change.
The California Climate Credit will appear automatically on customers’ bills, which will likely be the one for October. Depending on the utility and how high the bill is, the credit may pay for all of the bill or at least reduce the amount.
According to the governor’s office, more than 11.5 million households and more than 1 million small businesses will receive the credit.
The credit is part of the state’s cap and trade program, which was introduced nearly two decades ago and is focused on reducing the state’s overall greenhouse gas emissions.
Part of the program requires that several utilities issue gas and electric credits to customers. The natural gas credits typically arrive in April and electric credits in April and October.
The amount a customer receives depends on which utility provides their electricity.
According to the California Public Utilities Commission, the October 2024 credit amounts will be:

According to the CPUC, a customer must contact their utility if they do not receive the credit.
The amounts of the credits this October are the same as the amounts that were distributed in April of this year.
The next credits will be distributed in April of 2025, and those will be for electric and gas bills.

Emergency landing prompts United Airlines pilot to order dinner for 150 passengers
A plane full of passengers was forced to make an emergency landing, delaying their arrival by seven hours, but a gesture from the pilot may have made the situation not so bad.
Tanya Stamos, a 44-year-old United States Navy veteran from Woodlands, Texas, said she was recently flying from San Francisco to Houston on a United Airlines flight when things took a turn.
Stamos told Fox News Digital that the nonstop flight was scheduled to arrive in Houston at 7:00 p.m., but the flight had to make an emergency landing soon after takeoff.

“Not long into our flight, the captain had come on and asked if there were any health care professionals, [and] if so, please let the flight attendant know and head to the back of the plane,” she said via email.
Stamos said that after learning that a man had passed out and collapsed in the bathroom, they were told by the pilot that the plane would be making an emergency landing in Albuquerque, New Mexico, to seek medical help for the passenger.
Around 3:30 p.m., the flight landed in New Mexico where the passenger was taken off the plane by medical officials.

“The pilot then gets on and says they are going to refurbish the medical equipment that was used, and we will be departing by 5:00 p.m.,” Stamos said.
However, a short time later, the passengers were asked to exit the plane and were not given an explanation as to why, Stamos said.
Stamos said she and fellow passengers walked into the New Mexico airport and learned that they would have to wait for a new flight crew to board the plane.

“After sitting there for a couple hours trying to figure out what was going on and the captain to find other flight attendants to serve us so we would not be stuck there overnight, it was near 7:30 p.m. or so,” she said.
Stamos said United Airlines gave passengers a $15 food voucher, but the airport restaurants and food options were closed by then.
The pilot ended up taking matters into his own hands and ordered pizza.
“The captain said it was a really disheartening situation, and we may be tired, but he would make sure he personally got our bellies full,” Stamos said.

Stamos said 30 pizzas for the 150 passengers showed up to the gate and everyone was “completely shocked.”
“Most organizations do not go above and beyond, but that captain did not hesitate,” she said, adding, “His display that evening is what we should have more of: selfless acts of love, compassion and humanity.”
Stamos said new flight attendants arrived, and the flight was able to take off at 11:00 p.m. The plane safely landed in Houston at 2:00 a.m. the next morning.
She said the pilot stood at the front of the aircraft upon deplaning in Houston to thank the passengers for being patient.
“As it was my turn to exit the plane, I shook his hand and thanked him,” she said, adding, “Everyone behind me then followed suit and shook his hand as well.”
Stamos said, “It was a beautiful sight.”
A representative from United Airlines told Fox News Digital that the company “loves to see our pilots going above and beyond for our customers when the unexpected happens.”
