‘A lot of paperwork’: 5 months in, flaws apparent in city program to ban repeat offenders from Waikiki
HONOLULU (HawaiiNewsNow) – In September, the town made an enormous splash in launching “Waikiki Protected and Sound,” a program billed as taking a more durable stance on crime within the state’s no. 1 tourism vacation spot.
A centerpiece of the initiative: Banning recurring felony offenders from Waikiki for as much as a yr.
However 5 months after this system’s launch, critics say “Protected and Sound” has key flaws, probably the most evident of which is there are not any speedy penalties for banned offenders caught returning to Waikiki.
That’s as a result of HPD can’t simply arrest violators on sight, a side of this system some say must be modified.
‘It’s lots of paperwork’
Critics say when Waikiki “Protected and Sound” was launched, it was marketed as one thing it wasn’t.
In saying this system at a information convention, metropolis Prosecutor Steve Alm pledged: “Let’s preserve guys who’re inflicting hassle in Waikiki out of Waikiki. And if they arrive right here that will enable HPD to arrest them on the spot.”
But it surely’s not that straightforward.
“We have been beneath the impression individuals have been going to be instantly picked up as soon as they violated the keep away order,” mentioned Waikiki resident Tim Garry.
Waikiki resident John Duetzman added, “It’s not speedy. It’s lots of paperwork.”

Right here’s how the method truly works:
After the courtroom points a geographic restriction, the knowledge is distributed to HPD and uploaded into its system.
“It’ll take a few weeks on common, if not a bit longer,” mentioned HPD Maj. Randall Platt. “So once we run any person, generally it doesn’t present instantly that particular person has a geographic restriction.”
Even after HPD has the knowledge, Platt mentioned, “We don’t arrest them. What we do is make a report.”
From there paperwork is distributed again to the prosecutor, who will sometimes ask for a revocation of probation.
A decide then has to difficulty a warrant. From there, the knowledge is distributed again to HPD.
Solely then, in any case six steps are full, do officers have the authority to take motion and make an arrest.
“There are some those who although they’ve a geographic restriction, clearly, clearly they arrive again,” Platt mentioned. “However there are lots of people who truly haven’t.”
‘Any person has to step up’
From Sept. 6 to Jan. 19, judges issued geographic restrictions for 36 individuals beneath this system.
Many are not any stranger to regulation enforcement. Court docket paperwork present the vast majority of keep away orders have been issued for crimes like theft, assault, felony trespassing and harassment.
Over the previous three weeks, this system has picked up steam.
Judges issued geographic restrictions to a minimum of 30 extra individuals, bringing the whole to about 70.
HNN confirmed a minimum of 25%, or 18 offenders, have been caught returning to Waikiki.
When requested what number of arrests there have been of individuals ignoring their keep away orders, officers mentioned there have been a minimum of two. However as a result of there isn’t a central place the place this info is recorded, the quantity may very well be barely increased.
At a current neighborhood board assembly, residents shared their frustrations about this system with police and known as on authorities to institute extra speedy penalties for violators.
“Any person has to step up and be daring and repair it,” mentioned Duetzman. “This criminal-friendly environment has to cease.”
On the assembly, Platt advised Duetzman, “It’s a gradual course of and we’re looking for methods to hurry it up.”
He added, “However that’s the method we now have now.”
Metropolis Prosecutor Steve Alm additionally addressed the present scenario in Waikiki throughout a current interview, saying “nobody promised this was going to get solved in a single day.”
Alm advised HNN between September and mid-January, officers arrested greater than 500 individuals within the vacationer district.
He mentioned he’s happy to see the courts are actually granting requests for geographic restrictions extra usually.
“We’d ask individuals to be affected person. It’s going to get higher,” Alm mentioned.
“What we’re attempting to do is make Waikiki streets as protected as attainable. And I believe we’re making good progress up to now.”

Dead body found in wheel well of Chicago to Hawaii jet – DW – 12/26/2024
Police on the Hawaiian island of Maui on Thursday said they were investigating the discovery of a dead body in the wheel well of a United Airlines jet that arrived from Chicago.
Flight operator United Airlines said the area of the Boeing 787-10 was only accessible from the outside of the aircraft, adding that it was unclear how the deceased individual had gained access.
What we know so far
The body was found in one of the compartments housing the airplane’s landing gear after United Flight 202 from Chicago O’Hare International Airport landed at Kahului Airport.
“The wheel well was only accessible from outside of the aircraft. At this time, it is not clear how or when the person accessed the wheel well,” the airline said.
The Maui Police Department said it was “actively investigating” the grim discovery, but shared no further information.
Stowaways sometimes hide in the unpressurized wheel-houses of planes, or inside cargo holds, and can face temperatures of between minus 50 degrees and minus 60 degrees Celsius (minus 58 and minus 76 degrees Fahrenheit).
They also face the problem of a lack of oxygen when the plane is at altitude. The fatality rate is high for most of those who hide in wheel wells, but some people survive the journey.
Last year, a stowaway was discovered in the undercarriage bay of an Algerian carrier’s aircraft in Paris.
A person was also discovered alive in the wheel section of a Cargolux freight plane at Amsterdam’s Schiphol Airport, which had traveled from South Africa via Kenya.
