The cheating Maryland cop who was caught climbing into his cruiser with his scantily-clad girlfriend was previously suspended from duty after he was accused of hitting his stepson until he was ‘unconscious and foaming at the mouth,’ DailyMail.com can reveal.

The father of the boy, who was three at the time, has revealed exclusively to DailyMail.com that disgraced Prince George’s County Police Corporal Francesco Marlett attacked the boy a second time – choking him during an asthma attack last year.

Images of Marlett, 34, went viral last week after he was caught on camera making out with his mistress before they both climbed into the back of his police cruiser in Oxon Hill, Maryland.

He has been suspended pending an internal investigation into his conduct, but that isn’t enough, said Lamarr Mackall, who is the father of Marlett’s stepson.

Mackall shares the boy with Paula Jones – who went on to marry the disgraced cop and have three children with him.

‘He shouldn’t be a cop,’ Mackall, 29, told DailyMail.com, who claimed that as a white man, Marlett gets protection within the force.

‘It has a lot to do with his skin color because Prince George’s County is very famous for having police officers terminated – especially African American police officers.’

Court files obtained by DailyMail.com confirm that Marlett was accused a second time of assaulting the boy in December 2022, with Lamarr filing a second protection order over the incident.

‘My son was having an asthma attack in the night, and Marlett went to give him his inhaler,’ said Mackall. ‘My son told him that it was empty and wouldn’t work.

‘He told him to still use it, so my son went to do so, and said again that it wasn’t working. Marlett then took the inhaler from him and threw it across the room and choked him while he was having an asthma attack.’

Mackall also claimed that the cop and the boy’s mother have been verbally abusive towards the boy. ‘They call him names – moron, idiot, retard,’ he claimed.

He has now set up a GoFundMe page in a bid to raise money to fund his legal bills in order to ‘protect his son’ from Marlett.

‘It’s been going on for so long, so I had to represent myself which has been hard when Marlett has a lawyer.’

Court records show an initial protection order was granted for a year in 2019, when Lamarr discovered that Marlett had been charged with child abuse in 2016.

Mackall now has primary custody of his son, who spends every other weekend with his mother.

He and Jones dated for several years throughout high school but broke up shortly before their son was born in 2012.

He first met Paula’s now-husband in December 2015 at a celebration for the boy’s third birthday.

Just eight days later, he discovered the officer allegedly ‘spanked’ the child so hard he hit his head on the wall and fell unconscious and then began foaming at the mouth.

Marlett performed CPR on the boy, with colleagues from Prince George’s County Police Department arriving on the scene and ruling the injury an accident.

But the incident was later reviewed and Marlett was charged with child abuse. The charge was later dropped and expunged from his record.

Speaking to DailyMail.com Lamarr said that he was horrified to have only been informed of that incident in 2019. He said Child Protection Services never contacted him over the alleged assault.

‘I never knew what happened, and around that time his mom stopped me from seeing him with no real explanation, he said.

‘As my son got older she began to allow him to come see me. He would complain to me about the things that Marlett was doing to him.

‘He was five or six at the time and I confronted her. But every time it went nowhere. So as a concerned father I reached out to Marlett myself and that is when I found out about the charges.’

Mackall believes that Marlett’s colleagues ‘covered for him’ in the 2015 incident because he worked with them.

‘Marlett’s a Caucasian police officer, he doesn’t get the same treatment that other officers get.

‘I believe that he was trying to discipline my son in a very monstrous way and not discipline him in the correct way.

‘It’s unfortunate that my son had to experience that and it’s a lot to process still. Because I know exactly what happened to my son that night and still to this day, you know, my son still complains about him.’

Court documents seen by DailyMail.com state that Marlett was not supposed to be left alone with the child, but Mackall claims the couple regularly broke that rule.

‘I was willing to talk to him because he’s going to be around my son. I was willing to even become his friend,’ Mackall said of Marlett.

‘He has also been to pick up my son alone without Paula being present. He has dropped my son off at my sister’s house and picked my son up from my sister’s house without Paula being present.’

Mackall claims that Marlett even tried to hit on his sister, who had to warn him to stop messaging her ‘before Paula kills you!’

When he told Paula her husband had tried to pick up his sister, she replied: ‘I figured, his cheating a**’.

‘Me hearing ‘his cheating a**’, I didn’t put too much on it but now it all makes more sense.

Paula – who said she and her husband are dealing with the situation ‘discreetly’ – has previously taken aim at his mistress Virginia Pinto in a scathing social media post and has now offered to meet her in person to discuss the situation and ‘hash it out like adults.’

Neither Francesco nor Paula Marlett responded to requests for comment by DailyMail.com, despite several fiery statements posted online.

In a scathing post Paula accused Pinto of being ‘passed around’ the county, in the latest attack on her husband’s mistress for previously claiming that he had been ‘cheating on her for years’.

It is not clear if Pinto intends to take her up on her request, and she declined to comment when approached.

Paula’s ex-boyfriend said that she sobbed down the phone to him after he sent her the footage of her husband with Pinto – telling him that she had wasted her youth’ on the officer.

‘She called me crying and she really was adamant on her wasting her youth on this man and having children with him,’ said Mackall.

‘I let her know that she isn’t even 30 yet, and it’s a blessing for her to see things clearly and learn, so she can elevate herself.

‘Despite everything that has happened, at the end of the day she is the mother of my son and yes, there have been bad things that she has said and done to me and done to my son.

‘But at the end of the day, I don’t wish bad on anyone and to be embarrassed like that as a wife is awful.

‘I really don’t know exactly how she felt but I can only imagine me being in that situation so I could understand a little bit.’

Mackall told DailyMail.com that he believes that Marlett and Paula met when he pulled her over for driving without a license, with the officer suddenly showing up to pick her up from work.

A colleague of hers told him to stop taking flowers to Paula after spotting a Prince George’s County officer picking her up in a cruiser every day.

He said: ‘Around 2013, we were 20 and 21 years old. My job was right across the street from hers and I would go and visit her on lunch, bring her flowers and that kind of thing. She’s the mother of my child y’know.

‘Another day I went to her job. She wasn’t working, and one of her co-workers told me not to take her flowers anymore because she threw them in the bin.

‘They said that every day someone picks her up in their Prince George’s County cop car. I was surprised, I was young and I don’t have a vehicle myself.

‘I had no idea a police officer was on the scene, but I believe that that’s how he met my son’s mother by pulling her over.

‘Because like I said she didn’t have a license or learner’s permit. I think the video is similar to how he enticed her.’

The U.S. Health Resources and Services Administration will provide an additional $23.1 million in federal aid to the agency’s national Home Visiting Program in the District, Maryland and Virginia.

More money is on the way for a home-visiting health care program designed to provide better care for pregnant women, new parents and infants.

The U.S. Health Resources and Services Administration (HRSA) announced an additional $23.1 million in federal aid to the agency’s national Home Visiting Program in the District, Maryland and Virginia.

The extra money is the first time in a decade that the program has received an increase in federal funds, HRSA administrator Carol Johnson said.

“What those resources mean is that we’re able to support nurses, social workers and trained home visitors, and help with those early days of being a new parent,” Johnson said. “All of this has been shown to really make a difference in kids’ outcomes. Kids are so much stronger because they get these kinds of supports.”

Johnson said the program’s success hinges on convenient health visits in a comfortable at-home setting.

“When you’re a new parent, if you have to take off from work and take a few buses to get to an appointment, you’re probably not going to do it,” she said. “But if that person comes to your house and they’re full of resources and knowledge, it’s going to make a huge difference to you.”

Rockville, Maryland-based HRSA spearheads the national program, teaming up with local health organizations to target and reach parents.

Home health care workers can provide breastfeeding support, safe sleep tips and developmental screening for babies. They can even help parents find key services like affordable child care or job and educational opportunities.

“It’s changed my life,” past program participant Fatima Ray said.

Ray said she was introduced to the program in 2015 when she needed help with her infant daughter. She and her husband were first-time parents and stumbled through the first few months with a newborn.

“It felt good, like I had someone on my team,” Ray said. “Those questions you forget to ask the doctor sometimes, she would answer them.”

The experience impressed Ray so much that she became a home health visitor. She is the maternal health coordinator at Primo Center, a homeless shelter for families in Chicago.

“The same care that was given to me, I just want to pass it on,” Ray told WTOP. “I know how much it made a difference in my life. Home visiting matters.”

President Joseph Biden signed bipartisan legislation in 2022 that doubles funding for the program over five years. The move was part of a campaign promise to lower risks linked to pregnancy and improve maternal health, especially among women in rural, tribal and low-income communities.

The national home visiting program will receive $440 million Maryland’s local programs will get $10 million of those funds. Virginia is slated to receive $11 million and D.C.’s home visiting programs will see a $2.5 million increase.

“This will push home visiting forward a lot more,” Ray said. “It’s just going to help tremendously.”

16-year-old arrested after 15-year-old fatally shot in Maryland high school bathroom


A 16-year-old student at a high school in Maryland has been detained after he allegedly shot and killed a 15-year-old student in one of the school’s bathrooms.

The name of the suspect has yet to be released. The victim, Warren Curtis Grant, died following the shooting at Joppatowne High School. Harford County Sheriff Jeff Gahler made the announcement at a press briefing.

The suspect fled the scene but was detained close by just minutes later.

“He has yet to be charged but will be charged, and at the time those charges are preferred as an adult, we will release the name of the suspect,” Gahler told the press, according to The Guardian.

The sheriff added that his office has handled more than 10 cases in the last two years “where the suspect was either the victim, witness or the suspect in an incident handled by the Harford county sheriff’s office.”

While the sheriff’s office told the public to avoid the area after the shooting, it said that it was an “isolated incident, not an active shooter.”

An “active shooter” situation refers to when a suspect is firing against everyone they see rather than targeting a particular person.

An area church was used as a reunification center for students and their parents. The school is located about 20 miles northeast of Baltimore.

Gahler noted that more than 100 law enforcement officials responded to the scene.

The fight at Joppatowne High School took place just two days after the shooting at a high school outside Atlanta, Georgia where a 14-year-old shot and killed four people.
