Thailand's lower house approves bill to legalize same-sex marriage

Lawmakers in Thailand’s lower house of Parliament overwhelmingly approved a marriage equality bill on Wednesday that would make the country the first in Southeast Asia to legalize equal rights for marriage partners of any gender.
The bill passed its final reading with the approval of 400 of the 415 members of the House of Representatives who were in attendance, with 10 voting against it, two abstaining and three not voting.
The bill amends the Civil and Commercial Code to change the words “men and women” and “husband and wife” to “individuals” and “marriage partners.” It would open up access to full legal, financial and medical rights for LGBTQ+ couples.

The bill now goes to the Senate, which rarely rejects any legislation that passes the lower house, and then to the king for royal endorsement. This would make Thailand the first country or region in Southeast Asia to pass such a law and the third in Asia, after Taiwan and Nepal.

Danuphorn Punnakanta, a spokesperson of the governing Pheu Thai party and president of a committee overseeing the marriage equality bill, said in Parliament that the amendment is for “everyone in Thailand” regardless of their gender, and would not deprive heterosexual couples of any rights.
“For this law, we would like to return rights to the (LGBTQ+ group). We are not giving them rights. These are the fundamental rights that this group of people … has lost,” he said.

Lawmakers, however, did not approve inclusion of the word “parent” in addition to “father and mother” in the law, which activists said would limit the rights of some LGBTQ+ couples to form a family and raise children.
Thailand has a reputation for acceptance and inclusivity but has struggled for decades to pass a marriage equality law.
The new government led by Pheu Thai, which took office last year, has made marriage equality one of its main goals.

Kentucky Transfer WR Hardley Gilmore IV Commits to Louisville
LOUISVILLE, Ky. – Montavin Quisenberry isn’t the only former Kentucky wide receiver to switch out blue for red this offseason.
Hardley Gilmore IV announced Thursday that he has committed to the Louisville football program.
He’s the fifth Wildcat to transfer to the Cardinals in this cycle, following Quisenberry, who committed earlier in the day, cornerback D.J. Waller plus defensive ends Jerod Smith II and Jacob Smith.
Gilmore is also the 11th portal pickup for UofL in the last three days, and their 15th transfer commitment overall in this cycle, beginning to offset 23 portal defections that UofL has seen so far. The 14-day transfer window officially opened up this past Friday, and is the only opportunity for players to enter following the removal of the spring window.
Despite Kentucky’s instability at quarterback this past season, Gilmore put together a productive 2025 campaign. Playing in all 12 games while starting five, the 6-foot-1, 165-pound receiver caught 28 passes for 313 yards and a touchdown. His reception and yardage total was second on the team to Kendrick Law.
The Belle Glade, Fla. native got immediate playing time as a true freshman in 2024. Appearing in seven games, Gilmore was able to haul in six passes for 153 yards, including a 52-yard touchdown vs. Murray State.
While Gilmore has shown high end potential on the field, he comes with some off-the-field baggage from last offseason. Last January after opting to transfer to Nebraska following his true freshman season, he was charged with misdemeanor assault for allegedly punching someone in the face at a storage facility in Lexington. Then this past April, he was dismissed from the Huskers for unknown reasons, and wound up returning to Kentucky.
“Nothing outside the program, nothing criminal or anything like that,” Huskers head coach Matt Rhule said at the time regarding Gilmore’s dismissal. “Just won’t be with us anymore.”
Gilmore and Quisenberry are the first of likely multiple transfer pieces that Louisville will add to their wide receiver room. Between graduation and the portal, the Cardinals are losing six receivers – including Chris Bell & Caullin Lacy.
In their third season under head coach Jeff Brohm, Louisville went 9-4 overall, including a 4-4 mark in ACC play and a 27-22 win over Toledo in the Boca Raton Bowl. The Cardinals have won at least nine games in all three seasons under Brohm, doing so for the first time since 2012-14.

Louisiana races to hire AI workers as majority of pilot projects fail
Demand for more Midwest data centers skyrockets
What are data centers and why are they needed?
Nearly all corporate artificial intelligence pilot projects fail to deliver measurable business value, according to new research — a finding that comes as Louisiana companies accelerate AI hiring faster than the data workforce needed to support it.
A national analysis by data consultancy DoubleTrack found that 95% of generative AI pilot projects fail to produce measurable profits, a rate that researchers attribute largely to weak data infrastructure rather than shortcomings in AI technology itself.
Despite that failure rate, Louisiana employers are hiring AI specialists far faster than data infrastructure workers. The study found Louisiana companies posted 151% more AI and machine-learning jobs than data infrastructure roles, ranking the state among the most imbalanced AI labor markets in the country.
According to the analysis, Louisiana employers advertised 548 AI-related positions compared with 218 data infrastructure jobs, meaning companies are hiring more than two AI specialists for every data engineer or platform specialist; the reverse of what experts recommend.
According to the study, industry consensus suggests that organizations should hire at least two data infrastructure professionals for every AI specialist to ensure that data is reliable, integrated, and usable. Without that foundation, AI systems often stall or are abandoned.
The consequences are already visible nationwide. Research cited in the report shows 42% of companies scrapped most of their AI initiatives in 2025, more than double the abandonment rate from the year before.
The findings carry particular significance for Louisiana as the state courts data centers, advanced manufacturing and digital infrastructure projects, including large-scale developments proposed in Caddo and Bossier parishes. While such projects promise billions in capital investment, they depend on robust data pipelines, power reliability and utility coordination — areas that require deep data infrastructure expertise.
Data centers, in particular, employ relatively few permanent workers but rely heavily on specialized data engineers to manage system redundancy, cybersecurity, data flow and integration with cloud and AI platforms. A shortage of those workers could limit the long-term impact of the projects Louisiana is working to attract.
The report also raises questions for workforce development and higher education. Louisiana universities have expanded AI-related coursework in recent years, but researchers say data engineering, database management and system integration skills are just as critical — and often in shorter supply.
Only 6% of enterprise AI leaders nationwide believe their data systems are ready to support AI projects, and 71% of AI teams spend more than a quarter of their time on basic data preparation and system integration rather than advanced analytics or model development, according to research cited in the study.
Those infrastructure gaps can have ripple effects beyond technology firms. Utilities, energy producers, health systems and logistics companies — all major pillars of Louisiana’s economy — increasingly rely on AI tools that require clean, connected data to function reliably.
DoubleTrack recommends companies adopt a 2-to-1 hiring ratio, with two data infrastructure hires for every AI specialist, to reduce failure rates.
“The businesses most at risk aren’t the ones moving slowly on AI,” said Andy Boettcher, the firm’s chief innovation officer. “They’re the ones who hired aggressively for AI roles without investing in data quality and infrastructure.”
As Louisiana pushes to position itself as a hub for data-driven industries, researchers say closing the gap between AI ambition and data readiness may determine whether those investments succeed — or quietly join the 95% that do not.
