Jocelyn Nungaray murder: Texas county dubbed 'sanctuary for criminals' as Dem DA tries to shift blame

The Texas district attorney charged with prosecuting two illegal immigrants for the murder of a 12-year-old Houston girl blamed a “broken system” that allowed the pair to allegedly commit the killing.
Johan Jose Martinez-Rangel, 21, and Franklin Jose Peña Ramos, 26, are charged with capital murder in the death of Jocelyn Nungaray, both of whom crossed illegally into the United States earlier this year.
“They should have never been released when they crossed over into El Paso, but we have a broken system, and Jocelyn’s death resulted. And it’s just hard when you know something could have been prevented like a child’s death,” Harris County District Attorney Kim Ogg told KPRC on Thursday.

Both suspects, who are Venezuelan nationals, allegedly lured Nungaray under a bridge and sexually assaulted her for two hours before she was strangled to death and left in a creek. Nungaray’s murder has amplified concerns over the vetting of migrants and the Biden administration’s border policies.
Ogg said the immigration system has been broken for decades, something many Texans have been aware of for quite some time.
“We’ve seen it for a long time here. What’s different is we’re seeing people from other countries, it’s not just immigrants from Mexico,” she said.
“We’re seeing immigrants from China, from the islands, from South America, like these individuals — that’s new. And I think it’s increasing the risk factor for regular people here,” added Ogg. “So I’m hoping our government will work together in a bipartisan fashion to keep the public safe by making our borders safer.”

Peña Ramos was arrested by Border Patrol agents after entering the country illegally and released from custody, with ICE telling Fox News in a statement Friday that he had “illegally entered the U.S. without inspection, parole or admission by a U.S. immigration officer on an unknown date and at an unknown location.”
Nungaray’s murder has prompted calls for stronger border enforcement and accountability.
“Our immigration system is broken, and if ever there was a case that reflected that, it’s this one,” Ogg said.

Ogg, a Democrat, was unseated in her bid for a third term in March by former Harris County prosecutor Sean Teare, who won the Democratic primary for the DA’s office by a landslide. Teare will face off against Dan Simmons, the lone Republican candidate in the race, in November.
Meanwhile, crime in the county has become a concern for elected local and state officials.
“Harris County has become a sanctuary for criminals, and the blame is not just on the Biden administration, but it’s on the DA’s office,” Texas state Rep. Briscoe Cain, a Republican who lives in Harris County, told Fox News Digital.

Cain also cited local criminal court judges “who have let the world know that Harris County is a safe place for criminals, illegal or legal or otherwise.”
Prosecutors make recommendations, but judges are ultimately responsible for who gets released on bond, and the sentences imposed, he noted.

Peña Ramos and Martinez-Rangel are each being held on $10 million bond. Nungaray was laid to rest Thursday.

At least one person is dead, and 10 others hospitalized after what’s being described by authorities as a 48-foot-pleasure craft with 11 passengers aboard crashed in the waters off Long Beach Wednesday night.
Crews with the Long Beach Fire Department responded to the area of the Los Alamitos Bay jetty just before 9:30 p.m. on reports that a vessel had run into the rocks, overturned and began taking on water, Long Beach fire officials confirmed to KTLA.
When first responders arrived at the scene, it was determined to be a mass casualty incident.
Aerial footage of the incident captured by Sky5 showed a heavy presence of first responders as victims were rescued and loaded aboard ambulances bound for nearby hospitals.
The details of the crash are extremely limited and it’s unclear exactly what caused the vessel to hit the rocks, but authorities told KTLA that speed was likely a factor and that one victim, only described as 40-50 years old, was declared dead aboard the ship.
Five other passengers required physical rescue, authorities added.
A total of 10 patients were rushed to the hospital, seven in stable condition and three in critical condition.
No further details were immediately available.

A spaceship-like vehicle reportedly heading to a festival in New Mexico was pulled over for at least a second time.
Highway patrol officials in Oklahoma shared Facebook photos of the rare car, writing, “It’s not every day you pull over a UFO.”
Oklahoma Highway Patrol Trooper Ryan Vanvleck pulled over the “UFO” on Monday for having an “obstructed tag,” the post said.

The driver was spotted committing a lane violation. The vehicle also had an expired license plate from Indiana, according to the sheriff’s office.
With the “wind/traffic of the interstate plus the size and aerodynamics of his vehicle, he understood that the potential for lane violations existed,” Crawford County Sheriff’s Office’s Public Information Officer and Undersheriff Major Adam Carnal said in a statement emailed to Fox News Digital.
The driver was provided with a written warning for the violations.

“Given the good nature of the driver and the interesting nature of the vehicle, we opted to provide a fun social media post for our community. It was a great interaction and we wished him safe travels to his destination,” said Carnal.

Police are searching for a suspect who gunned down a man as he was walking with his family in Covina.
The incident happened on June 22 near the 1100 block of East Wanamaker Drive at around 9:35 p.m., according to the Covina Police Department.
The victim, identified only as a 28-year-old man, was walking with his wife and their three children — an 11-year-old girl and 9-year-old twin boys.
Suddenly, a male suspect approached them and began walking in between the victim and his wife, prompting a verbal altercation.
That’s when the suspect pulled out a gun from his waistband and fired two shots at the victim, police said.
The victim was struck in the chest and the gunman immediately fled the area.
Officers responded to the scene and performed life-saving measures on the man before he was rushed to a local hospital where he died from his injuries.
The circumstances surrounding the fatal shooting remain under investigation. A police sketch of the suspect was released in hopes someone may recognize him.
The gunman is described as a Hispanic male around 20-25 years old. He stands around 5 feet 5 inches tall and has a thin build.
