Jocelyn Nungaray murder: 2nd illegal immigrant suspect gets $10M bail, woman yells at him in courtroom

The second of the two illegal immigrant suspects accused of killing 12-year-old Jocelyn Nungaray and then dumping her body in a bayou in Houston last week had his bail set Tuesday for $10 million during an emotional court hearing in which he was called a “murderer” by a woman in the gallery.

Johan Jose Martinez-Rangel, 22, appeared in Harris County Criminal Court just hours after District Attorney Kim Ogg told Fox News that “the evidence is clear that a sexual assault likely happened” in the capital murder case. Co-defendant Franklin Jose Peña Ramos, 26, had his bail set at $10 million on Monday. 

During Tuesday’s hearing, a woman yelled in Spanish “murderer” several times. When asked to leave, she yelled, “I want him to see my face,” according to Fox News Correspondent Nate Foy. Nungaray’s mother, Alexis Nungaray, who has called the suspects “monsters,” stared at Martinez-Rangel as he left the courtroom.

“At his arrest, he had a bite mark on his arm and scratch marks on his arms,” Harris County Assistant District Attorney Megan Long revealed on Tuesday following the hearing. “He did say that he did tie her up, and that he suggested that they throw her into the bayou to get rid of any DNA.”

“We have gotten into Martinez-Rangel’s phone and found evidence that he was searching for ways to leave the country once his image was released to the media,” Long also said.

Martinez-Rangel was told by a judge that if he posts bail, he must wear a GPS monitor, remain under constant house arrest in Harris County and have no contact with fellow suspect Peña Ramos or Nungaray’s family, among other restrictions. The judge said any violation could potentially land him back in state custody. Peña Ramos was given the same restrictions on Monday.

Ogg told Fox News’ “America’s Newsroom” earlier that concerns of both suspects being a flight risk led to the high bail amount. 

“The evidence is clear that a sexual assault likely happened. But since neither defendant has actually admitted that, circumstantial evidence will have to prove it,” she said. “We are waiting on lab tests now to see if the capital murder charge can be upgraded to one where they are death penalty eligible.”

Ogg described the case as “horrific,” saying that “Jocelyn’s last moments were unspeakable.” 

“She endured assault for multiple hours. This was a little girl who slipped out of her house to call her boyfriend, a 13-year-old, was seen by two immigrants who had been drinking all afternoon. They picked her up, probably asking for directions, and she was innocent,” Ogg added. “She walked off with them. We see footage from local stores that show they lured her under a bridge near a Houston bayou where they attacked her, strangled her and dragged her body into the water.”

During the court appearance Monday for Peña Ramos, it was revealed that he was wearing an ankle monitor at the time he allegedly murdered Nungaray that was provided to him when he was arrested by Border Patrol agents after entering the country illegally and being released from custody.

U.S. Immigration and Customs Enforcement told Fox News in a statement Friday that he “illegally entered the U.S. without inspection, parole or admission by a U.S. immigration officer on an unknown date and at an unknown location.”

Six Flags Roaring Rapids ride malfunction leads guests to leap into the water, video shows

A video has captured theme park guests leaping into the water at Six Flags Over Texas following a malfunction on its Roaring Rapids ride, drawing shouts and gasps from onlookers. 

The incident, which has since gone viral after being posted on TikTok, happened this week after “one of the rafts at Roaring Rapids became stuck” and “guests were told to remain seated in the raft while the ride was restarted,” a Six Flags spokesperson told WFAA. 

The footage begins with five of the rafts shown bunched together in one section of the ride in Arlington, Texas. The current of the water ride then appears to reverse, and multiple people are seen jumping into the water in hopes of exiting their raft.  

They all make it to solid ground, but a young child that dived off the raft and appeared to be struggling to swim against the current had to be helped to safety by another rider.

“Get the kid!” a person is heard shouting in the video. “Alright, this ride is going to be shut down for a while.” 

The Six Flags spokesperson said to WFAA that “all guests safely exited the ride and there were no injuries.”

Each raft on the ride can hold up to a dozen people, according to Six Flags’ website.

“Strap on your vests and step into this wobbly whitewater raft for a (playfully) treacherous passage downriver! Don’t be surprised if your veering vessel is overtaken by raging waves of water. Oops, did we say water? We meant fun!” a description of the ride says. 

“Nothing cools you down in the middle of a hot Texas afternoon quite like buckets of cold river water roaring down your back! Which one of you will get drenched the most??” it adds.

In 1999, a 28-year-old Arkansas woman drowned, and 10 others were injured after a boat overturned on the same ride in about 2–3 feet of water, according to WFAA.

Police search for attempted rape suspect targeting woman in Canoga Park

Police are searching for an attempted rape suspect who targeted a woman in Canoga Park.

The incident happened on June 23 when a 24-year-old woman was walking westbound on Roscoe Boulevard from Owensmouth Avenue, according to the Los Angeles Police Department.

At around 10:30 p.m., the male suspect suddenly approached her and attempted to sexually assault her, authorities said.

He then fled the area, running eastbound on Roscoe Boulevard.

The suspect is described as a 25 to 30-year-old Hispanic man with black hair and brown eyes. He stands 6 feet tall and weighs around 200 pounds.

He was last seen wearing a red shirt, orange and blue long-sleeve flannel and dark blue pants. 

Nearby surveillance video captured the suspect following a woman as she walked alone on a sidewalk.

Police have released a composite sketch of the man in hopes someone may recognize him.

Eight puppies abandoned in sweltering Texas heat rescued by deputies

A litter of puppies was rescued after being left inside a carrier on a field in Tarrant County, Texas, in triple-digit temperatures.

The eight pups were abandoned without water in 100-degree heat on Monday, according to the Tarrant County Sheriff’s Office Facebook post.

Fortunately, a good Samaritan found the dogs and reported the finding to authorities.

“Unfortunately, due to a lack of surveillance cameras in the area the puppies were found, it is unlikely we will be able to catch whoever dumped the puppies,” officials with the sheriff’s office wrote online.

Deputies Collin Stephenson and Haley Drew of the Tarrant County Sheriff’s Office, along with the Fort Worth Animal Care and Control team, stepped in and rescued the dogs.

The Fort Worth Animal Care and Control team posted an update on Facebook that included photos of the animals.

The 6-week-old pups are currently at the Chuck & Brenda Silcox Animal Care and Adoption Center, according to another post.

They are believed to be a shepherd mix and the adoption center has named the pups after popular chip brands.

Deputy Stephenson told the Fort Worth Animal Care and Control he would be adopting one of the eight puppies.

The animal shelter is looking for fosters and adoptions for the puppies, adding they should be available to adopt sometime next week.

Tips for keeping pets safe in the heat from the American Red Cross:

“Never leave your pet in a hot vehicle.”

“Limit exercise on hot days. Exercise in the early morning or evening hours.”

“Walk your pet in the grass if possible, to avoid hot surfaces burning their paws.”
