Pilot sexual assault nurse training program would get boost from NC budget
By Kate Martin
Carolina Public Press
The state’s almost $28 billion finances for the brand new fiscal yr consists of $1.5 million to spice up Fayetteville State College’s fledgling coaching program for sexual assault nurse examiners, or SANE nurses.
This system, led by Dr. Sheila Cannon, lately obtained approval from the state Board of Nursing. Late final yr, legislators accredited $125,000 for a SANE nurse pilot coaching venture in Cumberland County, overseen by Rape Disaster Volunteers of Cumberland County.
With that preliminary quantity, Cannon informed CPP she anticipated to coach 10 college students this summer season.
The legislature’s appropriation, now that the finances has been accredited by Gov. Roy Cooper, may develop her program over a number of years.
Fayetteville State College is a traditionally Black college and stands out as the first HBCU in the complete nation to turn out to be a hub for SANE nurse coaching, in keeping with Jennifer Pierce-Weeks, chief government officer for the Worldwide Affiliation of Forensic Nurses.
“Having nurses who present trauma-informed, evidence-based, patient-centered care who additionally characterize the communities they serve is likely one of the some ways we are able to start to bridge the hole in well being disparities,” Pierce-Weeks mentioned.
Cannon has plans to coach SANE nurses who intend to stay in North Carolina. A Carolina Public Press investigation revealed final yr surveyed 130 hospitals and neighborhood applications statewide. The responses confirmed that few SANE nurses work in rural areas, and plenty of city areas solely had a couple of.
The investigation confirmed some rape victims needed to journey to a number of hospitals throughout a number of days to discover a credentialed SANE nurse.
“It is a huge step ahead,” mentioned Skye David, an lawyer for the N.C. Coalition In opposition to Sexual Assault, of the appropriation for FSU.
“Your reporting shed some mild for folk to see we actually must give attention to that. Having a coaching program at an HBCU and inspiring individuals to remain in North Carolina is actually large each for survivors and for Fayetteville State.”
Whereas 18% of white girls will face a sexual assault of their lifetimes, almost 19% of Black girls and greater than 1-in-3 Native American girls will even face sexual assault, in keeping with the Nationwide Alliance to Finish Sexual Violence.
Individuals of colour are “unlikely in any respect” to see somebody who resembles them once they search a SANE nurse, Cannon mentioned in April.
“As a result of we’re so culturally various right here at FSU, we are able to definitely generate extra individuals of colour who’re SANE-trained and may develop that curiosity in that approach.”
Cannon mentioned the state wants a sustainable method to prepare SANE nurses.
“It is a long-term downside,” Cannon mentioned in April. “That is one thing that must be fastened, and I don’t assume individuals get the magnitude of what this may imply.”
Individuals arriving in an emergency room after an assault “want the compassion, want the assist and care, and want (SANE nurses) to get them by that trauma they’re experiencing,” Cannon mentioned. “They’re usually retraumatized from the dearth of compassion.”
Different laws associated to sexual assaults
Lawmakers additionally handed a invoice to gather DNA from domestic-violence abusers and improve funds to hospitals for sexual assault exams.
The state reimburses hospitals as much as $800 for a doctor or SANE nurse to conduct a sexual assault examination, and hospitals are required to just accept that cash as “as fee in full.” Nevertheless, typically victims are billed for the prices anyway, and hospitals have mentioned $800 isn’t sufficient to pay for a nurse’s time for what could be a multihour examination for forensic proof and compassionate care to a sexual assault sufferer.
State Sen. Natasha Marcus, D-Mecklenburg, filed a invoice to extend the cap to $1,500 final yr. She mentioned she was happy Sens. Danny Britt, R-Robeson, and Kathy Harrington, R-Gaston, together with Rep. Billy Richardson, D-Cumberland, had been keen to roll her invoice into HB 674.
“It’s my understanding that one of many major the explanation why suppliers had been billing victims for his or her forensic exams was as a result of they weren’t receiving full reimbursement for the exams as a result of cap,” Marcus mentioned.
Now that it’s been signed by the governor, Home Invoice 674 requires the state to gather DNA from individuals convicted of assault on a feminine, a cost sometimes related to home violence. The invoice initially sought to gather DNA when somebody was charged with assault on a feminine.

Snow drought ends: Parts of central NC gets first measurable snowfall in 2 years | Live
The North Carolina Department of Transportation gave an update Friday afternoon on its preparations and strategies for managing roadways before, during and after the winter storm.
Doug McNeal, division maintenance engineer for NCDOT’s Division 5, said NCDOT has been preparing for this during the past three days.
Division 5 covers Durham and Wake counties as well as surrounding counties up to the Virginia line.
“We’ve had about 65 salt-brine applicators out in the division. We’ve put out roughly 465,000 gallons in our division,” McNeal said.
Statewide, more than 3 million gallons have been put down.
“We’re expecting impacts across pretty much all of North Carolina. Right now, we’re transitioning to our response time,” McNeal said. “We’re starting to see a little bit of snow in the air … but it’s certainly going to get treacherous out there.”
He said 110 DOT trucks and motor graders are ready to go and an additional 150 contract trucks are loaded and staged.
“As it starts to roll in, we generally wait until you can see tracks in the road before we start taking in, applying salt,” McNeal said. “If you apply before then, it just bounces off the roads, so you need a little bit of material there to capture it but once we give it a little bit of time to activate, and we’re plowing from there.”
He said another concern with this storm is the potential for freezing rain.
“We’re seeing forecasts potentially up to a quarter-inch of ice in the area,” McNeal said.
They’ve also staged what McNeal called cut-and-shove crews.
“We’ll take and try to cut it back to the edge of the pavement and then push off everything else so that the lanes are open and then we come back after things warm up in a couple of days and clear it up from there,” he explained.
McNeal said Saturday would be a good day for people to sleep in and “enjoy that cup of coffee before you go out.”

North Carolina Governor Josh Stein declares state of emergency ahead of winter storm
(WGHP) — Governor Josh Stein declared a statewide state of emergency on Thursday evening ahead of a winter storm expected to sweep through the Piedmont Triad on Friday.
He is urging people across North Carolina to prepare for cold temperatures, snow and ice.
“This storm will likely bring significant impacts from snow, sleet and freezing rain in different parts of the state,” Stein said. “North Carolinians should pay close attention to their local weather forecast, make sure they are prepared with what they need at home before Friday afternoon and stay home if possible as ice on the roadways will likely create dangerous driving conditions.”
On Wednesday, Stein activated state resources to set into motion a cross-agency storm response and enable the potential of federal reimbursement if the event qualifies.
The North Carolina Department of Transportation has begun brining roads. They will work around the clock in 12-hour shifts to plow and treat snow and ice until all state-maintained roads are cleared.
“State emergency officials are monitoring the situation and are prepared to assist the counties and municipalities if needed,” NC Emergency Management Director Will Ray said. “Residents across the state should be prepared to shelter in place. If the power goes out, be sure to operate generators outside and away from open windows or doors to prevent carbon monoxide poisoning.”
