Community solar programs are a win-win-win for Delaware
With regards to public coverage, it’s changing into more and more laborious to seek out a difficulty that unites folks, reasonably than tears them aside. However final fall, Delaware’s state Legislature, below the management of Sen. Stephanie Hansen, practically unanimously handed updates to Delaware’s group photo voltaic program that can profit ratepayers, landowners and the financial system alike.
Now, with the Delaware Public Service Fee’s remaining rulemaking final month, Delaware’s group photo voltaic program has formally expanded. Photo voltaic builders can presently apply to construct tasks and Delmarva Energy clients will be capable to apply to get credit score on their electrical payments by subscribing to a group photo voltaic challenge within the subsequent 12 to 18 months.
Group photo voltaic tasks are mid-size photo voltaic installations typically positioned on pure and dealing lands, fields or giant rooftops. A property proprietor can earn revenue by leasing house for the photo voltaic panels, and Delmarva Energy clients will quickly be capable to earn a credit score on their electrical energy invoice for his or her share of the ability produced by the array every month.
At a time after we not often see policymakers, advocates and residents from all sides of a difficulty come collectively in help of an initiative, why is the growth of Delaware’s group photo voltaic program so nicely supported? Because of the laborious work of Sen. Hansen, stakeholders representing authorities companies, companies, renewable power pursuits, utility firms, ratepayers, nonprofit leaders and others met for months to seek out one of the best ways to deal with the beforehand underutilized program. Finally, it turned clear that an expanded group photo voltaic program is a win for residents, a win for enterprise homeowners and a giant win for our financial system. We have been thrilled to be a part of the method.
Delaware residents instantly profit from group photo voltaic. Round 70% of individuals can’t put photo voltaic installations on their very own properties. However group photo voltaic expands optionality and entry to solar-generated energy for all Delmarva Energy clients. You don’t have to be rich to take part in a group photo voltaic challenge — in truth, 15% of Delawareans collaborating have to be low-income below the brand new guidelines. Regardless of if you happen to lease or personal your house, if it’s single-family or multi-unit, city or rural, you may take part in group photo voltaic.
Group photo voltaic tasks even have a far-reaching financial growth affect on the areas they serve. For instance, the tasks developed below Delaware’s group photo voltaic program will create well-paying building and challenge growth jobs. A current examine from Penn State College confirmed that the presently deliberate 235 group photo voltaic tasks in neighboring Pennsylvania might generate a one-time, short-term, $1.8 billion improve in financial output that included greater than 5,900 direct jobs inside the native firms doing building, interconnection and promoting work. The examine additionally discovered that group photo voltaic tasks will create the equal of 5,640 further jobs by way of elevated gross sales to surrounding companies and native spending by staff and landowners who’re receiving direct revenue.
Group photo voltaic can even assist farmers create worth from underperforming land and preserve the remainder of the farm in manufacturing, permitting for a gradual and diversified stream of revenue that assists conserving land within the household for future generations and preserving the land’s invaluable pure attributes. This kind of deliberate partnership gives the chance for communities, builders and farmers to work collectively reasonably than pit group members towards one another in a combat over land possession.
For municipalities and counties, particularly extra rural ones, group photo voltaic raises tax income in locations that always have problem growing their tax base. These further property tax funds typically go towards companies like colleges; fireplace and first response operations; and different infrastructure like senior facilities, recreation facilities or parks. However group photo voltaic tasks require just about no further group companies in trade for the tax income that they generate. Group photo voltaic tasks present zero burden on police, fireplace, colleges and even roads.
Delaware’s group photo voltaic program will convey extra renewable power to the state whereas serving to enhance the financial system in far-reaching methods. Delaware’s considerate and bipartisan planning of the growth of its group photo voltaic program illustrates how governments in any respect ranges can assist understand our financial, environmental, and energy provide objectives — this, too, is a win-win-win. We will’t wait to see the challenge in full swing later in 2023.

Autumn’s newest tradition: The Delaware Fall Festival at Battery Park
The story behind the Kalmar Nyckel
Here’s the story behind the Kalmar Nyckel, the Swedish Mayflower of the Delaware Valley. 10/29/24
Sunday’s autumn weather was perfect for the inaugural Delaware Fall Festival.
The event took place at Battery Park in the historic Old New Castle area of New Castle, providing the ideal setting for a community gathering and a worthy cause.
The free event was organized to raise funds and awareness for the New Castle Outdoor Recreation Coalition’s planned expansion of the park’s playground. Phase 2 of the Battery Park Playground Project will feature a replica of the Kalmar Nyckel, the Swedish flagship that brought settlers who established the first permanent European settlement in the Delaware Valley in 1638.
The festival featured live entertainment, children’s activities, and various food vendors.
Renee Duval, a three-year resident of New Castle, attended the festival with her husband and two children. As regular visitors to Battery Park who often stroll the path near Deemers Beach, they were excited to explore the event after hearing about the food trucks, music, and vendors.
Among the vendors was Theresa Batts, owner of Batts Concessions from Hartford County, Maryland, who learned about the festival through social media. She said the timing was perfect. She and her husband prefer to sell on weekends, but it is very hard to find events on a Sunday. And this weekend, they were celebrating their business’s first anniversary. Batts Concessions offered an array of treats, including kettle corn, homemade peanut brittle, various nuts, and cotton candy. When asked how sales were going, Batts replied, “Fantastic. No complaints. We would definitely do it again next year.”
Delaware Fall Festival organizers hope to make this an annual tradition for the historic waterfront community.
