Legal fight brews over drop-in center for Cleveland’s unhoused youth

CLEVELAND, Ohio (WOIO) – Officials with several organizations held a news conference Tuesday morning to give an update on the status of a Youth Drop-in Center in Ohio City.

Lutheran Metropolitan Ministry (LMM), A Place 4 Me (AP4M) and the REACH Youth Action Board (REACH) want to open the shelter at 4100 Franklin Blvd.

The center would help people ages 16 to 25 experiencing housing instability.

“A drop-in center is not just a physical space; it is a supportive environment where young people facing adverse life experiences can feel safe, find respite, and develop healthy connections,” said a spokesperson for LMM.

On Dec. 2, 2025, a judge denied the zoning variance, preventing the center opening and it is now under appeal.

“This project is a vital step in addressing the unmet needs of vulnerable young individuals in Greater Cleveland and ensuring they have the tools to build stable, successful futures,” added the spokesperson for LMM.
