Virginia Democrats propose direct tax rebates, increased school funding

ROANOKE, Va. – Democrats in the Virginia General Assembly unveiled their budget proposals Sunday, and while they do include tax rebates, they do not include Gov. Glenn Youngkin’s plans for car tax relief or eliminating taxes on tips.

Instead, Democrats in the House of Delegates and the Virginia Senate are proposing direct tax rebates this fall: $200 for individual filers and $400 for joint filers. Leaders argued it’s a better use of the state’s more than $2.5 billion budget surplus.

“Our responsibility is to use that blessing to shore up our core services and use one-time revenues to provide financial relief,” said Del. Luke Torian, D-Prince William, chair of the House Appropriations Committee. “The recommendations you will hear today focus on putting cash in our citizens’ pockets.”

They would also raise the standard deduction but not as much as the governor’s proposal. The Democrats’ budget plan also includes increased funding for schools, including teacher bonuses.

“Our budget will provide $140.5 million for $1,000 teacher bonuses to be provided this Sept. 1 in appreciation of the hard work of our educators as they kick off next year,” said Del. Sam Rasoul, D-Roanoke.

Over the coming weeks, lawmakers in the House and Senate will have to negotiate any differences in their respective plans ahead of final passage.

A Virginia National Guard Black Hawk helicopter made an unplanned landing in Cascade, Maryland, on Thursday afternoon.

Two people were on board the aircraft, which landed safely with no injuries after a reported mechanical issue.

In a statement provided to WTOP, the Virginia National Guard said the helicopter made a “precautionary landing in a field near the Hagerstown Regional Airport,” and will stay there overnight.

Law enforcement are securing the landing site and VNG said its aviation team will recover the aircraft on Friday.

This is the second latest regional incident involving a Black Hawk helicopter.

Last week, a Black Hawk helicopter collided with American Airlines Flight 5342 as the regional jet was on its final approach to Reagan National Airport in Arlington, Virginia. Sixty-seven people died in the midair collision — 60 passengers in the jet, along with two pilots and two flight attendants. Three pilots were in the helicopter, which was conducting a night training mission and was flying along a helicopter route along the Potomac River.

Cascade, Maryland, is in Washington County, just south of the Pennsylvania state line.

Ohio State Reportedly Hiring Virginia Tech Offensive Coordinator Tyler Bowen As Offensive Line Coach

Ohio State has reportedly found its new offensive line coach.

Tyler Bowen, who has been the offensive coordinator at Virginia Tech for the past three years, will be Justin Frye’s replacement at Ohio State, according to multiple reports.

A former Maryland offensive lineman from 2007-09, Bowen has been Virginia Tech’s offensive coordinator since 2022, also coaching the Hokies’ tight ends that year and the Hokies’ quarterbacks for the past two years. He was previously the Jacksonville Jaguars’ tight ends coach for one year, working for Urban Meyer during his lone season as the Jaguars’ head coach, after three years as an assistant coach at Penn State, where he also coached the tight ends and was the Nittany Lions’ co-offensive coordinator for one year in 2020.

Bowen also served as the recruiting coordinator at Penn State, where he was the primary recruiter for several players who went on to be stars for the Nittany Lions including All-American left tackle Olu Fashanu and All-American tight end Tyler Warren.

Bowen, 35, was previously the offensive line coach at Maryland for one year (2017) and at Fordham for two years (2015-16).

His hiring adds offensive coordinator experience to Ohio State’s offensive coaching staff as the Buckeyes remain in the market for a new offensive coordinator to replace Chip Kelly. Current wide receivers coach Brian Hartline is the rumored frontrunner for that position, which could mean promoting offensive analyst Billy Fessler to fill the quarterbacks coach role that Kelly also held last season.

Ohio State also remains in the market for a new defensive coordinator following Jim Knowles’ departure for Penn State.
