(FOX 9) – Blizzard warnings are in for parts of both North and South Dakota, creating hazardous conditions for drivers on Thursday morning.

Blizzard warning in effect

What we know:

In North Dakota, the blizzard warning covers most of the northern two-thirds of the state, stretching into northwest Minnesota.

In South Dakota, the blizzard warning only covers three counties in the far northeast part of the state, including Day, Marshall, and Robert counties.

The National Weather Service is only forecasting between one and four inches of snow in North Dakota and two inches of snow in South Dakota, but whipping winds up to 70 miles per hour will greatly reduce visibility and cause damage to trees and power lines.

What they’re seeing:

North Dakota Highway Patrol shared photos showing the blizzard conditions along Interstate 94 just east of Bismark. In the photos, it appears you can only see a few feet past the front bumper of the squad.

Another post shows snow whipping in the high winds in Grand Forks County. Troopers are urging residents to stay home in North Dakota if they are able.

Travel restrictions in place

A travel alert is in effect for western parts of North Dakota while no travel is advised for central and eastern parts of the state. Troopers have restricted oversized loads from roads in the northwest and northeast regions of the state as of 5:30 a.m. and empty or light-loaded high-profile vehicles due to the high winds and icy conditions.

In South Dakota, officials warn that there are reports of multiple downed powerlines and trees blocking roadways. No travel is advised in Day and Marshall counties.

COLUMBUS, Ohio (WCMH) — Ohio is part of a multistate lawsuit settlement against home improvement store Menards.

According to the state Attorney General’s Office, Ohio and nine other states reached the settlement with Menards, a Wisconsin-based home-improvement retail store, over allegations of deceptive rebate advertising.

The 10-state led investigation revealed that Menards would give shoppers the impression that they were getting an immediate discount while shopping through its advertising, when in fact, savings actually came in the form of a rebate or in-store credit.

The investigation raised concerns with Menards’ marketing strategy and sales practices, alleging the following of the company:

• Advertised 11% off or 11% off everything that suggested an instant price cut, even though customers received only a rebate on future purchases.
• Listed prices already at an 11% discount, reinforcing the idea that shoppers were getting an in-store discount.
• Failed to clearly explain the important limits of the rebate program, burying key details in the fine print.
• Tell customers that Rebates International was a separate company handling rebates, even though it is operated by Menards itself.

The settlement, announced Thursday, included an agreement by Menards that it would, in part, discontinue ads suggesting immediate discounts, clearly explaining the rules, limits, and conditions of its rebate program, and offer customers an easier path towards claiming rebates, both in person and online, among other changes.

In addition, Menards will pay participating states $4.25 million in fees, of which $365,173.05 will go toward the Ohio Attorney General’s Consumer Protection Enforcement Fund.

SIOUX FALLS, S.D. (KELO) – Good morning KELOLAND. We are following several breaking weather headlines across the region. 100mph winds have created numerous reports of damage in and around Rapid City. Several communities West River have reported winds over 80mph this morning.

Winter weather advisories have been posted for many areas north of Sioux Falls because of the strong winds and snow squalls. Expect near white-out conditions from time to time while the snow is moving through.

You can see how fast the weather is changing on the radar and satellite map below. Temperatures will be falling quickly with these bursts of snow East River.

Take a look at the wind forecast in the video below. The worst of the wind is moving east of Rapid City now, but Sioux Falls will see increasing winds today of 50-60 mph at times. Any snow that falls will get blown around by the strong winds.
