Muslim Dearborn mayor weighs in on residents’ complaints about mosque’s call to prayer

Dearborn, Michigan, Mayor Abdullah Hammoud responded to noise complaints about a mosque’s call to prayer, saying it’s “not an issue.”

Hammoud discussed the concern on the Nov. 3 episode of the “Not From Here” podcast. Local Dearborn citizens have complained in recent months that a nearby mosque has been broadcasting the call to prayer on loudspeakers multiple times a day, beginning as early as 5:30 a.m.

Though residents raised concerns during a September city council meeting, Hammoud insisted that the call to prayer under a certain decibel level is allowed under city ordinances and has been part of Dearborn life for decades.

“I would tell you is, you know, those complaining about the call to prayer, I mean it’s a very, very few, you still want to respect the wishes and, if you have a serious concern, I have to uphold the law across all boards,” Hammoud said. “But we’ve done decibel readings at these mosques, all within threshold, all within legal limit. And so for me, it’s not an issue.”

He continued, “We also have to uphold our constitutional rights to freedom of religion. And I would say this, you know, that’s the thing. I’m saying this as a Muslim. People, of course, are going to say this is a call to prayer, but like, you know, why are these complaints just coming forward now?”

“Yeah, elections are coming up,” host Jaafar Issa remarked.

Hammoud didn’t directly respond to that comment but shrugged and repeated, “Call to prayer has been happening since the 1970s in Dearborn.”

The city ordinance states that noise in residential areas cannot exceed 55 decibels at night (after 10 p.m.) or 60 decibels during the day (7 a.m. to 10 p.m.). Loudspeakers are prohibited between 10 p.m. and 7 a.m.

Hammoud also said that most mosques in the city do not make a call to prayer at “Fajr” or dawn and compared the sound to church bells.

Fox News Digital reached out to the mayor’s office for comment.

Dearborn resident Andrea Unger, who has lived in the city for 40 years, told Fox News Digital last month that she had recorded the call to prayer for 30 consecutive days and found it consistently exceeded 70 decibels. She said she raised concerns with the police department and city council for the past two years, but the problem continued.

She added that some of her neighbors were hesitant to speak out, fearing they would be labeled anti-Muslim.

“I have heard a lot of people say, ‘I’m glad you said something,’ because people are afraid they’ll get called names like ‘Islamophobic,’ like our mayor [Abdullah H. Hammoud] called [Dearborn resident and Christian minister] Ted Barham, because you disagree,” she said. “We’re not Islamophobic, we’re not anti-Muslim, we are not anti-Jewish. We just want to live in the community that it’s always been [before] something changed two years ago to allow this.”

I present it today, in honor of my mother, Girtha Myers, who passed away on January 3, 2026. She was the embodiment of grace and tenacity, and for me, she was perfection in human form. Rest in peace, Mama. I love you.

Dear Mama, As I approach my fortieth birthday, it occurred to me that quite a bit has transpired in the time we have known each other. While I often joke with you and dad that my arrival was, “the best thing that ever happened to you,” only lately have I considered that my birth propelled you both into a stratosphere of the unknown. In an instant, you transitioned from young people who lived footloose and fancy free and were transfixed into a new world with a new title, parents. Two people with whom new names were given, “Mama” and “Daddy.” You both have excelled at those roles, exceedingly and above what could ever be asked.

Only now that I am older do I fully appreciate the identity shift that was probably required of you when you became my mother. The weight of responsibility that was heaped upon you and the fear of the unknown. But as time went on, I’d like to think we learned to complement each other. You desired obedience and taught me to have respect for myself and others; to treat people as I would like to be treated; and that my name was one of the greatest assets I had in this life and to protect it at all costs.

I get my work ethic from you and daddy equally, but my ambitious nature is all you. My commitment to community and tendency to over-commit to too many organizations and projects is something I picked up from you along the way too. You always said, “If you want something done right, do it yourself”—I think I may have taken that one a little too far sometimes (smile). But you provided me the opportunity to thrive, experience the world, travel, question authority, have a voice, and love myself.

Like most parent/child relationships, ours has endured many seasons. As I approach forty, I am reminded of its significance in our faith. Forty represents transition, signifies new life, new growth, transformation, a change from one great task to another. As I watch you now, aging gracefully—with now more locks of grey, we have entered yet another period of transition, where sometimes I feel more like your parent than your daughter, and you behave like a rebellious teenager (go figure). I am thankful for the opportunities of laughter, solace, and discipline.

For many Americans, the first introduction to Jacob Frey may have come this week in the form of press conference footage in which the Minneapolis mayor, visibly upset by Wednesday’s fatal shooting of 37-year-old Renee Nicole Good by a federal immigration agent, had the following words for U.S. Immigration and Customs Enforcement: “Get the f—- out of Minneapolis.”

But the third-term mayor with the boyish smile is no stranger to high-profile situations, adept at navigating crises with resolve and authenticity while fiercely aligning himself with the Minnesota community he represents. Now at odds with the Trump administration as leader of the latest Democratic-led city to be targeted by the president’s stepped-up deportation efforts, he’s shown he’s unafraid to challenge the federal government.

Frey’s emotional statement was in sharp contrast to the state’s “Minnesota Nice” stereotype.

“He just basically tells people the truth, whether they want to hear it or not,” said former longtime Minneapolis councilmember Lisa Goodman, who now serves in Frey’s administration as the city’s director of strategic initiatives. “He’s not passive-aggressive, which is alarming to some people, especially in Minnesota. He speaks his truth, and he doesn’t back down from that.”

The mayor’s statement “was very forceful in tone, sure, and in turn, probably represents the feelings of most Minneapolis residents,” said Andy Aoki, a professor of political science at the city’s Augsburg University.

“Otherwise, he doesn’t come across as the loud, abrasive, over-the-top politician ready with a soundbite. He comes across as more thoughtful, measured, and now more direct.”

This week’s incident was the spark many feared amid a growing powder keg of heightened activity by immigration authorities in Minneapolis and nationwide. But it was just the latest adversity Frey, 44, has faced in his eight years as the city’s mayor.

In May 2020, George Floyd was murdered by a Minneapolis police officer less than a mile from the site of this week’s ICE incident; in August, two children were killed and 14 injured in a mass shooting at the city’s Annunciation Church; and more recently, President Donald Trump broadly attacked the state’s Somali community after reports of fraud involving Somali immigrants.

Then, on Jan. 7, a U.S. immigration agent shot and killed Renee Nicole Good in her vehicle, an encounter captured on video and subsequently dissected and hotly debated while initially appearing to contradict the administration’s characterization of what happened.

On Friday, Frey doubled down on his outrage over the Trump administration’s portrayal of Good’s shooting as an act of self-defense, penning a guest editorial in the New York Times headlined “I’m the Mayor of Minneapolis. Trump Is Lying to You.”

“The chaos that ICE and the Trump administration have brought to Minneapolis made this tragedy sadly predictable,” he wrote.

Aoki said the resilience and resolve Frey has exhibited since Good’s death stems from “a political savvy, an everyman approach” that he has polished over the years. He thinks the mayor’s heated declaration to federal officials reflected the frustration that has built up over several weeks of ICE presence in the area.

“This is going to be a test of his patience, resilience, and all of his political savvy,” Aoki said. “He’s in the crosshairs of the federal government, and you just can’t just fight them tit-for-tat. He has to figure out the best path to succeed while getting pressure from all sides. This is going to test his political skillset in many ways.” 

Jim Scheibel, who served as Saint Paul mayor from 1990 to 1994 and now assists the associate provost at the city’s Hamline University, said he has received positive reviews from around the country about Frey’s handling of the situation.

“He’s very visible, and speaking for myself, his controlled anger in this situation is important,” Scheibel said. “People are looking for someone to articulate what people in the Twin Cities are feeling.”

Scheibel said Frey’s emotions strike him as genuine, not theatrics.

“It’s really from his heart and his head that he’s speaking,” he said. “Hubert Humphrey would be very proud of the kind of leadership that Mayor Frey is showing right now.”

Frey’s path to mayor

Frey, a native of Northern Virginia and the son of professional modern ballet dancers, attended the College of William & Mary in Williamsburg on a track scholarship, earning a government degree and a shoe company contract that allowed him to run professionally. He ran as many as 120 miles a week while attending Villanova Law School in Philadelphia, where he graduated cum laude.

According to his biography, Frey developed an affection for Minneapolis while running the Twin Cities Marathon and moved there to work as an employment and civil rights lawyer. He fell into community organizing work, chosen as the city’s first annual recipient of its Martin Luther King Jr. Award for his efforts on behalf of marriage equality, housing, and worker non-discrimination rights.

In 2013, he successfully ran for the Minneapolis City Council, representing the city’s Third Ward. Five years later, he became the city’s second-ever Jewish mayor and its second youngest ever, winning on a platform that included mending police-community relations with local frustrations still simmering after two police-involved killings.

Two years later, the police-community relations issue would explode with global reverberations when George Floyd was murdered by Minneapolis police officer Derek Chauvin, who had kneeled on Floyd’s neck for more than nine minutes. Captured on video, the incident would bring national tensions over police brutality to a head, igniting months of demonstrations around the country.

Frey’s handling of the crisis, including his call to fire and charge the offices involved, drew both acclaim and disapproval; as Minneapolis structures were set ablaze amid protests that immediately following Floyd’s killing, On social media, President Donald Trump – then finishing his first term – decried Frey’s “total lack of leadership” and threatened to deploy the National Guard.

When a reporter related Trump’s remarks to Frey, the mayor responded by saying Trump knew nothing of the city’s toughness.

“Weakness is refusing to take responsibility for your actions,” he said. “Weakness is pointing your finger at somebody else during a time of crisis…. Is this a difficult time period? Yes. But you better be damn sure that we’re gonna get through this.”

In December, after Trump maligned Somali immigrants as “garbage” while federal immigration agents ramped up activity in the Twin Cities area, Frey came to the community’s defense, saying Minneapolis was “proud” to host the country’s largest Somali community.

“They are our neighbors, our friends, and our family – and they are welcome in our city,” he said. “Nothing Donald Trump does will ever change that.”

Latest crisis could test city’s accord

Good’s fatal shooting occurred as the community and police were showing signs of rebuilding trust post-George Floyd, said Muhammad Abdul-Ahad, executive director of T.O.U.C.H Outreach, a Minneapolis violence prevention nonprofit.

Abdul-Ahad hopes ICE’s presence won’t derail progress made thus far, though he said some residents have questioned why Minneapolis police haven’t taken a more forceful stance against the agency. He hopes the mayor and police chief have a strategy in place with larger protests scheduled for this weekend.

“We don’t want to see an ‘Us versus Them,’” he said. “We’ve worked too hard since Floyd. It’s going to take all of us to show up together for our communities in times like this, versus blank stares and disbelief.”

The mayor, Abdul-Ahad, said, “is going to have to do more than talk about that he’s with the people; he’s going to have to show it.”

Aoki, of Augsburg University, said while Frey has his detractors, his willingness to take on the Trump administration on the community’s behalf in the wake of Good’s fatal shooting has earned him broad support.

“He has come to grips with the divisions on the council and in the city and he decidedly knows where he stands,” Aoki said. “Early in his first term, he was trying to appeal to everybody, and that didn’t work. Now he knows how to appeal to the moderates and try to peel off a couple of left-leaning council members to get what he needs done.”

Former councilmember Goodman said that while Frey also has learned to negotiate with a “fairly purple” state legislature, his longevity in office illustrates that city voters believe in his authenticity. Goodman said while Frey would be considered extremely progressive in almost any other city, “clearly some of his detractors see him as not progressive enough.” 

“A strong leader is out there emotionally, intellectually, in partnership with others. You can’t do it alone,” Goodman said. “You have to be working with others…And Jacob is very good at that.”

She believes the mayor still considers the city’s police reform strategy a crucially important component of unfinished business.

“The city is making progress, and he is very committed to that,” Goodman said. “He is committed to making policing community-based, with many alternative responses – and not the way it was, which facilitated the murder of George Floyd.”

That Frey survived the aftermath of that issue to be re-elected twice “should count for something, Aoki said.

“I think because of (Floyd), he’s more adept at handling crises this time around,” he said. “It doesn’t make it any easier, but how can you not lean into that experience, for better or worse?” 

Abdul-Ahad thinks a resilient Frey would like to be recognized for guiding Minneapolis through a historically tumultuous time, but says that will have to be earned through action, not just words.

“He’s been through so much, we all have,” Abdul-Ahad said. “But as mayor, it’s his job to stand up and take accountability for the city. He’s been ridiculed so many times over the last five years, and I’m sure he doesn’t want to go through that again…. He’s been humiliated. But he keeps coming back.”

Indianapolis Metropolitan Police Department Chief Chris Bailey says he didn’t see his new job coming.

He expected to remain police chief through the rest of Mayor Joe Hogsett’s third term, digging into IMPD’s core issues as part of a new five-year strategic plan that he oversaw. But after two years leading the police department, Bailey will become Hogsett’s chief of staff Feb. 2, moving from one of the city’s top law enforcement jobs to one of its most influential civilian roles.

The job, also known as chief deputy mayor, has been the source of controversy and repeated turnover. Bailey will be Hogsett’s fourth chief of staff in a decade as mayor.

Former Department of Public Works Director Dan Parker stepped down from the role Dec. 31, halfway through Hogsett’s third term, after more than three years as the mayor’s right-hand man.

The mayor’s first chief of staff, Thomas Cook, quietly resigned in late 2020 after Hogsett discovered Cook’s prohibited sexual relationship with a subordinate. In a 2024 IndyStar article, Lauren Roberts, Caroline Ellert and a third anonymous woman accused Cook of sexual misconduct; Ellert also accused him of sexually assaulting her in 2019. A Marion County grand jury is now investigating city development deals involving Cook, as well as allegations of “unlawful touching.”

In a sit-down interview with IndyStar Jan. 9, Bailey said none of that fraught history gave him pause as he considered the new job. “I’m focused on service and governing,” he said.

To that end, Bailey’s more than two decades of law enforcement experience — starting as an IMPD patrol officer in 1999 and rising through the ranks to become chief in February 2024 — taught him something that he plans to keep top of mind: Good governance starts with public safety.

Bailey also discussed how he will navigate tensions over violent crime between the Democrat-led capital city and the Republican-dominated state legislature, what the city needs in its next police chief and whether he plans to run for political office someday.

IndyStar’s full Q&A with incoming Chief of Staff Chris Bailey

This conversation has been edited for length, brevity and clarity.

Question: In late December, you told an IndyStar colleague the following: “The average tenure for a police chief is about three years. My goal while I’m here is to do the right thing, and to leave this organization better than I got it.” So you’ve been chief for two years. Was the offer to become chief of staff a surprise? Why leave IMPD now? 

Answer: Yeah, it’s a surprise. It wasn’t on my bingo card to be the chief of staff for a major metropolitan city mayor.

But as I contemplated the offer, I think everything in my career, in my life, has set me up for this opportunity, and it’s always been an interest of mine to govern. I did that as a police chief. I wasn’t really a police officer, as a police chief — I was an administrator. I managed a $350 million budget, 1,800 employees responsible for the safety of millions of people that either live or visit and come and go in our city every single day.

My intention when I said ‘yes’ to the mayor to take the police chief’s job was to finish this term as the police chief, and then walk away. But as fate has it, the opportunity came. And after careful reflection and discussions with my family, I thought it would be a great opportunity to help continue my service to the city.

And it will be a different way of serving. How will the ways you try to influence the city’s direction as chief of staff differ from how you did so as police chief? 

I think that leadership generally is about people and relationships. And I think I’ve done a good job, from my time as deputy chief of investigations through assistant chief and chief, of building relationships across the political spectrum, across our city, across our state and across our country. [Through] my work with the Major Cities Chiefs Association, I have friendships with chiefs all over the country, and that allows me to have great perspectives and understand things that are happening in whatever city, things that may come here eventually. 

A lot of people [make this transition], and I didn’t realize that until one of my close advisers sent me a bunch of articles about all these police chiefs that transfer to city manager, to public safety director, and some even to mayor — which, by the way, I have no interest in. So I’ll just answer that question for you now. 

But [there are] skills that you learn in those positions, managing people, navigating obstacles, working through interdepartmental issues. An issue for [the Department of Public Works] is an issue for the police. An issue for [the Department of Business and Neighborhood Services] is an issue for the police. [Working] through those issues has prepared me for this role, and for Mayor Hogsett to see that is truly an honor for me.

On that note, after more than two decades in policing, what perspective will you bring to the mayor’s office about how public policy decided up here on the 25th floor of the City-County Building affects what’s happening on the ground in neighborhoods? 

Everything that we do as a government revolves around public safety to start. If you don’t feel safe in your neighborhood, if you don’t feel like a city is safe, then you don’t come here. You don’t visit here. You don’t live here. You don’t raise your family here. You don’t invest your money here.

I think having that perspective helps lead everything else among the priorities that the mayor has: better roads, investments in parks, ending chronic homelessness, removing the barriers for housing, making the price of housing more affordable so people can have a home and then create some generational wealth that comes along with being a homeowner. All those things play a part, with public safety being at the top of that. 

As chief of staff, how will you handle the often contentious relationship between the mayor’s office and the state legislature, whose members frequently are talking about intervention in local law enforcement after episodes of violent crime?

I really am going to lean into the example that was set by [former Chief of Staff] Dan Parker. Dan Parker has a great relationship with people at the state on both sides of the aisle, and I think that our shared interests are to make sure that Indianapolis is great.

Same thing with me: I’ve spent a lot of time being apolitical and being focused on doing what’s right and what’s best for the people of this city and working with both sides of the [Indianapolis City-County] Council, with both sides of the General Assembly, to pass bills like the Indiana Crime Guns Task Force bill or to work with the council on a bipartisan effort to help us combat issues related to street takeovers and street racing. 

I think when the focus is on governing, which is mine — I am not an elected person —
and so my obligation is to every single person who lives, works and visits Indianapolis. Politics play a part in everyday life. I play politics at home with my kids. You can’t escape it. But I’m here to govern and work with people to make Indianapolis better tomorrow than it is today. 

Obviously, there’s been some turnover in the chief of staff role. Currently, development contracts involving Hogsett’s first chief of staff, Thomas Cook, are being looked at by a Marion County grand jury. There’s been a lot of strife over the last year and a half regarding Cook’s impact in this role. Did any of that give you pause when you considered taking the role as chief of staff? 

No, because my focus is on the city. Everything I have in my life is because of this city. I’m focused on service and governing.

There’s challenges in every single administration and every single agency within any giant enterprise. There’s been steps taken to mitigate issues related to those things, but what I’m focused on now is continuing to push Mayor Hogsett’s agenda forward for the next two years and making sure that the people of Indianapolis have what they need to live in the greatest city in the country, in my opinion.

Moving to your current department: Now IMPD will be without a chief. What do you want to see from the next police chief, and are there any specific people you’ll vouch for to the mayor? 

Between myself and [former IMPD Chief Randal Taylor], and my time as assistant chief and now as chief, we’ve spent a really large amount of time creating a deep bench and a leadership legacy within the Indianapolis Metropolitan Police Department. And I’m proud of our team. Any successes that we’ve had in my tenure as a chief … you can give [my team] credit for them, and our officers, our professional staff, and our partnerships in the community and other city enterprises. 

So I think we all want someone who is visible, who is supportive, who will listen, who is accessible in the community, who is service-oriented, who understands what our mission is, who understands what the goals are that we’ve worked together on in the last two years. … And there’s someone within our existing team that I think fits that bill. Multiple people.

So the mayor’s choice is going to be very hard. I’ll provide input in all that, and whoever he decides on will be a much better chief than I could ever have imagined.

Do you think it’s important that someone from the current rank and file is promoted from within?

I think at this time, where we are right now, the best candidate to be police chief comes from right here within our department.

During your time as chief, IMPD dealt with some controversies related to outbursts of downtown violence, a number of officers being charged with sex crimes. Are there regrets from your time as police chief that you want the next chief to focus on improving?

Yeah, those are challenges. Any time you’re dealing with human beings, you’re going to have people that unfortunately step out from under their oath. And those things have to be dealt with. I think what you saw from us is that those things were dealt with, they were dealt with quickly and in the right way. It’s super unfortunate that it happened. 

I think I could have done a better job at fixing our recruitment and retention issues. This is a national issue, no doubt. The issues of 2020 and George Floyd and the racial reckoning, and all the things that occurred over the last five years in policing, definitely have impacted people who want to be police not just in Indianapolis, but across the country. There were tremendous investments made by Mayor Hogsett in starting pay in this last labor agreement to push our pay up significantly. And this is a great job if you have a mind for service.

So I want the next chief to really — and it was going to be part of our strategic plan — to dive deeper into hiring practices. The whole process, from start to finish, which includes recruiting and all those things. We had just gotten started in doing some of those things and I have no doubt the next chief will continue those efforts to improve that area. 

You said you won’t run for mayor. That’s not in the works. Does this new job mean that you’re thinking of a future in elected office? 

I didn’t expect this job, and so I don’t know what the future holds. I may have my fill of governing in the next two years and just want to escape to some deserted island and stare at a palm tree. I don’t know.

I don’t want to box myself into anything, but at this point, I have no desire to run for political office.
