A rights group warns Vietnam is ramping up arrests under broad laws to crush dissent
BANGKOK (AP) — Vietnam is increasingly using broadly written laws to arrest activists, dissidents and others that authorities consider a threat to the Communist Party’s rule, according to a new analysis released Monday by a human rights group.
The 88 Project, which focuses on rights issues in Vietnam, documented 56 such arrests in 2025, the third consecutive year of increases and double the number in 2022. The report includes only arrests where the defendant could be identified by name and the case tracked, and the actual numbers are believed to be much higher, said Ben Swanton, co-director of the group.
The report says the country under leader To Lam “routinely weaponizes criminal law” to quash dissent. To Lam, the country’s former top security official who has served as general secretary of the Communist Party since 2024, was also elected president earlier this year.
The arrests are largely driven by fears of an uprising against the leadership in a so-called “color revolution,” like the 2004 Orange Revolution in Ukraine, or the 1986 Yellow Revolution in the Philippines, according to the report.
It is a fear shared by the Communist Party in neighboring China, which has been accused of using similar tactics to stifle critics. Though competing maritime claims have led to confrontations between the two countries and a tense diplomatic relationship at times, China and Vietnam were able to agree earlier this year to together “prioritize political security and enhance efforts to prevent and resist color revolutions,” the Chinese state-run Xinhua News Agency reported.
“With the ascendancy of To Lam, the country has become a literal police state that tolerates no dissent,” Swanton said.
“This represents a serious regression from the period of relative openness in the 2010s when some dissent was tolerated and civil society groups were able to engage in policy activism.”
Vietnam’s Foreign Ministry did not respond to requests for comment on the findings of the report.
The report found that authorities are relying increasingly on Article 331 of Vietnam’s penal code, which makes it a crime punishable by up to seven years in prison to “abuse democratic freedoms to infringe upon the interests of the state.”
Previously little used, “authorities have enlarged the scope and application of Article 331 so that it reaches further into society, beyond human rights and democracy dissidents … to all those who voice any grievance with state or local Communist Party and government officials,” New York-based Human Rights Watch wrote in a report last year.
“The Vietnamese authorities’ increased use of Article 331 is a little known facet of the government’s expanding crackdown on ordinary people who are seeking to use social media and other peaceful means to publicly raise important social issues, including religious freedom, land rights, rights of Indigenous people, and government and Communist Party corruption,” Human Rights Watch wrote.
Among those arrested under Article 331 last year were three men behind the YouTube channel “Nguoi Da Tin’ — The Messenger — on allegations that videos they uploaded were ”distorted content” that violated the statute, The 88 Project reported.
The report provides details of every arrest identified as politically related in 2025.
Those also included an activist for the minority Montagnard group who was arrested in Thailand and extradited to Vietnam, a dissident writer accused of spreading “propaganda against the state,” and a man who helped residents of Ha Tinh province file complaints demanding fair compensation for land expropriated for a new highway.
“The Vietnamese government has dealt alarmingly severe punishments to longstanding targets like journalists and human rights activists, while displaying an increasing willingness to attack groups previously thought safe, such as political exiles and legal petitioners,” the report said.

PHILADELPHIA (AP) — The bridge of Islam Makhachev’s nose, right cheek and forehead were scraped or sliced open and his left cheek sported a baseball-sized bruise after taking a few too many brutal blows to the face.
He may not have looked the part, yet Makhachev was again a winner — all while toppling one of UFC’s most enduring records.
Makhachev set the UFC record with his 17th straight victory, reaching the milestone with a unanimous decision over Ian Machado Garry to successfully defend his 170-pound championship in the main event of UFC 330 on Saturday night.
Makhachev won 49-46 on two scorecards and 48-47 on the third in a competitive five-round fight that never rose to the level of greatness.
“He gave me a hard time,” Makhachev said, “but I still prove it every fight.”
Makhachev (29-1) was tied with UFC Hall of Famer Anderson Silva with 16 straight victories and has not lost since UFC 192 in 2015. Makhachev won the welterweight crown in his first attempt when he beat Jack Della Maddalena at UFC 322 in November 2025.
He took his share of head kicks in his first title defense, notably in the third round that did most of the cosmetic damage, yet bested a record set by Silva that had stood for 13 years.
“If he keeps going like he says he’s going to keep going, it might never be beaten,” UFC CEO Dana White said.
The 34-year-old Makhachev nearly ended the fight in the second when he threw his left foot and caught Machado Garry flush with a headkick that dropped the challenger to his rear end. Makhachev pounced with a series of punches that had the sellout crowd of 19,238 fans roaring in anticipation of a quick finish, only for Machado Garry — serenaded throughout with obscenity-laced chants — to hold on and finish the round.
Machado Garry (17-2) won the third round on all three scorecards and rallied in the fifth round with seven significant strikes landed to none for Makhachev.
Yet it wasn’t enough to topple one of UFC’s great fighters.
“I believed in my heart and soul I was better than him tonight, and he won,” Machado Garry said. “No complaints, no excuses. I’m 28, I have a decade of domination already. This man won tonight.”
Makhachev — who held the lightweight championship and has seven total wins in title fights — continues to dominate no matter the weight class.
Dern defends 115-pound title on first try
Mackenzie Dern successfully defended the 115-pound championship in her first title defense with a unanimous decision victory over Gillian Robertson that could set her up for a fight with division great Zhang Weili.
Dern (17-5) won the vacant strawweight belt in her last fight at UFC 321 and won a lopsided and lackluster first defense against Robertson.
Dern won 49-46 on two scorecards and 48-47 on the third in the five-round fight.
“I wanted to get the submission with Gillian,” Dern said. “I definitely wanted to submit her. That was the goal.”
Dern nearly made Robertson (17-9) tap in the first round with a choke hold that about turned the challenger’s face as pinkish-red as her braided hair. Dern might have won the bout had it stretched even another 30 seconds, but Robertson was saved by the bell.
Too bad the fight didn’t end there.
The next four rounds were relatively uneventful, and the title match slowed to a near complete stop as they mostly locked up on the canvas with barely a strike thrown.
Dern’s 7-year-old daughter peered her head over the barricade from her front row seat and shouted encouragement each time mom got close to her side of the cage. The little girl could be heard well over a rowdy crowd that had about been lulled into passiveness — and eventually, boos in the fifth round — in the humdrum title fight.
Barboza calls it a career after loss at UFC 330
Edson Barboza left his fight gloves on the mat and choked back tears as he retired following a lightweight loss on the main card to Esteben Ribovics.
The 40-year-old Barboza received a standing ovation and was flanked by his family as he officially called it quits after an MMA career that began in 2009. He made his UFC debut a year later and won multiple Fight of the Night honors. He lost the last four fights of his career.
“Every single fight, I promise I did my best,” Barboza said from inside the cage.
Barboza dropped to his knees and bowed his head as he lay down his gloves and was consoled by UFC ring announcer Bruce Buffer as he made the final walk back to the locker room.

UFC held only its third numbered card in Philadelphia and first fight event overall in the city since 2019.
UFC 101 was held in August 2009, and UFC 133 was in August 2011.
Philly fight fans were in the mood to make up for lost time and about packed the arena and were wild for the punishing action the preliminary fights delivered hours before the main card was set to start.
It’s a perfect fit for a city that loves their bullies.
The fans got an early reward when 39-year-old Philly fighter Jeremiah Wells — who was booed on his walkout — won via submission on the card’s opening night and won over the inhospitable fans.
Tresean Gore won his middleweight fight, but lost his teeth in a unanimous decision victory over Vicente Luque.
Gore took a knee to his mouth and lost most of his bottom front teeth. They littered the cage and the fight official picked at least one up with his gloved hand. Gore pulled down his lower lip to show the bloody results as he talked to fight announcer Joe Rogan.
Charles Johnson celebrated his submission victory by leading the crowd in an off-key rendition of “Fly, Eagles, Fly.” It helps to pander. He walked out of the cage to a big ovation.

Spain stocks African enclave Ceuta with boosted security as Morocco monitors calls for second border rush

Spain and Morocco have beefed up security on both sides of the border in Spain’s African enclave, Ceuta, as renewed calls circulate social media for Moroccan migrants to rush the border a second time after an initial mass migration event in July overwhelmed the city.
Soldiers patrolled the city’s commercial and government buildings Friday while an enhanced police presence was noticeable on Ceuta’s main avenues, Reuters reported.
On the Moroccan side, security personnel dressed in all-black patrolled the beaches of Fnideq, one of the most prominent launching points from which migrants illegally entered Ceuta on July 30 as part of a mass migration event that saw over 70,000 people rush into Ceuta from Morocco.
The strengthened security followed calls on social media for Moroccans to again rush into Ceuta and into Spain’s other African enclave, Melilla, on Saturday.

“The Ministry of the Interior has detected, during the last few days, the circulation of anonymous publications and messages on certain social networks inciting the organization of attempts at collective and illegal crossing to the cities of Ceuta and Melilla, practices which carry serious risks to the safety of people and aim to instrumentalize migration issues in acts of incitement, which are criminalized by law,” Morocco’s Ministry of the Interior said in a statement posted to the country’s state-affiliated news website MAP.
Morocco arrested multiple people who circulated the inciting statements, Interior Ministry spokesperson Rachid El Khalfi said.
The Interior Ministry also called on Spain to continue working to return the remaining Moroccan migrants in Ceuta back to the North African country.

Of the more than 72,000 migrants who rushed the border, the vast majority have returned to Morocco, according to statements from Spain and Ceuta’s government. About 5,000 remain, Spain’s Interior Minister Fernando Grande-Marlaska told reporters Friday.
Spanish officials have been screening the remaining migrants and have processed roughly 500 asylum seekers’ cases, rejecting the vast majority of them, Reuters reported.
Spain has also installed floating barriers in the waters migrants had previously swam across.

Police apologise after victims’ email addresses exposed

London’s Metropolitan Police has apologised after accidentally exposing the email addresses of people who came forward to report sexual abuse by Mohamed Al Fayed.

The force blamed “human error”, saying officers sent a monthly email update to victims in which the email addresses of 143 people were visible to other recipients instead of being hidden. A number of additional recipients also received the email.
A group representing victims described the incident as “appalling”.
In a statement, the Metropolitan police said “The issue was identified quickly and immediate action was taken,” adding that those affected had all been contacted.
The force has apologised and added that “The incident is being investigated as a matter of priority, and we are reviewing our processes to help prevent a similar breach from happening again.”
The Met police has referred itself to the UK information watchdog, the Information Commissioner’s Office.
Who was Mohamed Al Fayed?
Born in Egypt, Mohamed Al Fayed was best known as the billionaire owner of the Ritz Hotel in Paris, Fulham Football Club and the famous London department store, Harrods. He was also the father of Dodi Al Fayed, who died in a 1997 car crash alongside Princess Diana.
Following his death in 2023 at age 94, hundreds of women accused Al Fayed of rape, sexual assault and trafficking. Many of the alleged crimes relate to his time as owner of Harrods.
Though some complaints were made against him before his death, he never faced any charges.
Earlier this month, at least five women who say they were victims of Al Fayed were formally recognised by the UK’s Home Office as victims of modern slavery.
The Metropolitan Police is continuing to investigate allegations against Al Fayed, as well as people who may have facilitated or enabled his offending. So far six people have been questioned, but no arrests have been made.
