Wyoming subcontractor files liens against New Generation Construction for mall and housing project in Alliance; North Platte mayor removes EEA tax proposal from council agenda
NORTH PLATTE, Neb. (KNOP) – A Wyoming based subcontractor has filed liens against the same general contractor for North Platte’s District 177 redevelopment project.
Plumbing Done Right of Cheyenne, Wyoming has active liens against New Generation Construction for work performed on a similar mall and housing project in Box Butte County; Alliance Heartland Flats.
NGC and Rev Development, LLC – 385 Apartments, LLC, said those liens “have been addressed and will be released next week. All others in Alliance have been resolved.”
This comes after several local and area subcontractors filed similar liens in North Platte for the District 177 project.
In a press release, North Platte Mayor Brandon Kelliher said he has removed any further discussions regarding the proposed Enhanced Employment Area tax request from the City Council agenda.
Rev Development, LLC had planned to request an increase in the amount of funds that could be raised using the EEA if the City Council approved changes to the existing ordinance.
“After receiving input from several local subcontractors who have worked on the District 177 development and discussions with both the general contractors and the developer, I have decided to remove the Enhanced Employment Area discussion from the City Council agenda,” stated Kelliher. “The EEA ordinance changes may return to the City Council agenda only after District 177 developers largely resolve the financial disputes. This approach aims to ensure that financial issues are addressed satisfactorily before further council action is considered, thereby protecting the interests of local subcontractors and the broader community.”
Mayor Kelliher extends his gratitude to the local subcontractors, general contractors, and developers for their ongoing contributions and input. Their feedback has been invaluable in making informed decisions that align with the best interests of North Platte’s residents and businesses.
“I am opposed to the idea that city government should become involved in the day-to-day transactions of private businesses however in this case city council is able to assist local businesses by creating the opportunity to clear up the financial issues,” Kelliher stated.

The 2026 postseason has arrived for Wyoming High School boys’ basketball teams in Class 3A and 4A. They participate in regional tournaments from Thursday through Saturday. The regionals will be in Buffalo, Evanston, Gillette, and Lovell. Three sites will use the format: two wins qualify a team for the state tournament next week in Casper, or two losses eliminate a team. The 4A East Region has three loser-out first-round games on Thursday, followed by two days of games for seeding. The 4A East Regular Season champ draws a first-round bye and has qualified for the state tournament.
