Older brother, 2nd man charged in shooting death of 4-year-old in Coatesville

The Chester County District Legal professional’s Workplace and Coatesville Metropolis Police introduced the arrests of Victor Lara-Ortiz, 18, and William Thomas, 31, on Tuesday.
