DOT Sec Sean Duffy finalizes $150M grant to build new port of entry on southern border
U.S. Department of Transportation (DOT) Secretary Sean Duffy announced Tuesday that a $150 million federal grant had been finalized to construct a new port of entry facility and road for the San Diego-Baja California border.
As part of the agreement for the grant, Green New Deal requirements from the Biden administration, including a zero-emission vehicle charging provision, will be removed.
The DOT called the requirements a waste of taxpayer funds, taking away from the U.S. Customs and Border Protection’s (CBP) mission toward national security.

The Otay Mesa East Port of Entry project was awarded a grant from the Nationally Significant Multimodal Freight and Highway Projects program in September 2022, though the project never moved forward.

“Thanks to the prior administration’s lack of focus, this critical project sat in limbo for two years. No more. We moved to finalize this deal so we can help protect our Southern border and crack down on drug trafficking while preventing tax dollars subsidizing pointless Green New Deal priorities,” Duffy said. “This department will continue to clear the previous administration’s unprecedented grants backlog and deliver results.”
The $150 million investment will give the CBP new state-of-the-art inspection facilities, as well as a commercial vehicle enforcement facility.

The deployment of intelligent transportation technologies to help manage traffic demand through dynamic tolling will also be included, which the DOT said will increase inspection efficiency and bolster cross-border trade.

DOT added that the project will reduce congestion, bring economic benefits and spur job creation across Southern California.
The nearly 3,600 trucks that cross the border at Otay Mesa and Tecate Ports of Entry, which are currently operating at full capacity, will have an alternative crossing once the project is complete.

The project comes after the Trump administration inherited over 3,200 grants which were promoted by the Biden administration but never followed through on, according to the DOT.
“This unprecedented backlog of unobligated grants delayed critical investments in communities across the country,” the DOT said in a news release. “Under Secretary Duffy’s leadership, the Department is working diligently to accelerate the distribution of these long-overdue funds and address core infrastructure projects.”

Popular stretch of Delaware Canal in Bucks County turns into foul-smelling mess with hundreds of dead fish
A stretch of the Delaware Canal in Solebury Township, Bucks County, has turned into a foul-smelling scene, with hundreds of dead and decaying fish, swarms of flies and growing concern among residents and visitors.
The canal, which typically flows alongside the Delaware River, has dried up for several miles, leaving behind what witnesses describe as an unsettling and unusual sight.
“It smells. You can see all the flies, the dead fish,” Brian, a weekly visitor from Doylestown, said. “So, it’s disappointing.”
Residents say the affected stretch runs from New Hope to the Centre Bridge area, appearing unusually dry and lifeless.
“It’s a long stretch,” Brian said. “It certainly looks cataclysmic with how dry it looks.”
Without water, fish have died in large numbers, attracting flies and creating an unpleasant environment along the towpath, a popular destination for walkers, joggers and bicyclists.
“It’s very sad and very disturbing,” Gina Roche, who lives in New Hope, said. “It’s not good for tourism in the area either because nobody wants to walk or bike on the path when it smells like this.”
Roche said she has seen similar conditions in the canal before, but never this severe.
“I think about all the wildlife that it’s destroying,” she said. “The last time this happened, there were turtles crawling out of the mud, dead fish flapping on the basin of the canal. And it’s so unnecessary.”
The cause of the problem appears to be mechanical. About 2 miles north near Centre Bridge, a pump designed to divert water from the Delaware River into the canal was found knocked over and nonfunctional.
The Pennsylvania Department of Conservation and Natural Resources provided a detailed statement:
“The Center Bridge pump at Delaware Canal State Park was found knocked over and determined to be non-functional. The Center Bridge pump is responsible for bringing water into the New Hope section of the canal. The river levels in the Center Bridge area of the canal are normal for this time of year, and no known storm event impacted the pump.
River conditions must first recede and stabilize to allow staff to safely return the pump to an upright position. In addition, electrical issues have been identified with the switch that controls the pump.
Once the pump is restored to position, staff will proceed with further electrical diagnostics and necessary repairs.
Current conditions indicate that water levels in New Hope are decreasing. With minimal precipitation forecasted, canal water levels are expected to continue to drop, so we are hopeful to upright the pump soon. We will provide updates on timelines for returning the pump to service as soon as possible.”
Officials have not identified a definitive cause of the damage, though a spokesperson said it may have been struck by debris in the river.
In the meantime, the dry canal continues to impact both the local environment and quality of life.
“Very concerned,” Edward Leydon of Solebury said. “This is a real key feature of living here and visiting here.”
Officials say conditions are improving slightly, but there is no immediate timetable for when the pump will be fixed or when water will return to the canal.

Gov. Kemp signs bill banning cellphones in class for Georgia high school students into law
Starting next year, Georgia high school students won’t be allowed to access personal electronic devices during the school day after Gov. Brian Kemp signed a bill extending the cellphone ban into law.
On Tuesday, Kemp signed House Bill 1009 as part of a ceremony where the governor signed nine pieces of legislation dealing with education.
The law will ban the use of cell phones, tablets, smartwatches, and headphones from the start of the school day until dismissal.
Students whose Individualized Education Program (IEP), Section 504 Plan, or medical plan requires the use of a device would still be permitted to access it as necessary.
“Here in the No. 1 state for business and opportunity, our classrooms must be safe learning environments that serve as launching pads for success in the workforce,” Kemp said. “The bills I signed today implement proven strategies to improve literacy and math scores, reduce distractions in the classroom, expand pathways to graduation, and further support hardworking educators and families. These are just the latest steps we’ve taken to create opportunity for all Georgians, no matter their zip code.”
The bill, designated a top priority of House Speaker Jon Burns, passed both chambers of the Georgia Legislature with overwhelming support earlier this year.
In 2025, lawmakers passed similar restrictions for Georgia elementary and middle school students. Since then, some educators say they’ve seen improvements in student focus, classroom behavior, and teacher stress.
While parents raised concerns over how they can be in touch with their children in case of emergencies, Burns argued that increased communication could cause issues during serious situations.
“What we’ve seen is, and what we’ve learned from some of the tragic situations we’ve had, like in Barrow County, that some of that communication certainly is good for the parent to understand that the child is safe, but it also interferes with the safety protocols in the school. So we believe that that’s a part of the whole discussion,” he said.
Along with the cellphone ban, Kemp also signed into law revisions to how literacy is taught across Georgia, new core math requirements for fourth and fifth graders, expanded childcare options for parents of pre-K students, and more.
