After dispute, Assembly allows small-scale farmers to continue selling hay and feed in Anchorage neighborhoods
A land-use dispute between the municipality, a small family farm tucked off of O’Malley Road and its neighbors recently gained the attention of the Anchorage Assembly.
Dalton Baines started helping his family distribute hay in South Anchorage more than two decades ago, when the bales weighed more than him. Now 32, he owns the family’s farm and runs a secondary small business called Alaska Hay & Feed Supply.
After numerous visits from code enforcement for suspected land-use violations, Baines said the municipality had threatened fines and to shut down his operations.
The Assembly on Tuesday unanimously passed an ordinance reaffirming that the retail sale of hay, feed and compost — at businesses like Baines’ — are allowed under city code.
Baines and other horse and livestock owners said they hope the ordinance will help promote food security in Alaska and ensure the thousands of horses, cows and other livestock on the Anchorage Hillside stay fed when local supplies run low.
“It’s an ecosystem to stay alive up here in Alaska,” Baines told the Assembly on Tuesday during a public hearing.
“(This ordinance) ensures that all animals are protected and able to be fed, especially when barges are late, or crops are late, like this year,” he said.
City code allows on-site feed storage and transactions for animal boarding and training and horse riding lessons. It did not, in “plain language,” permit the retail sale of hay, feed and compost at those facilities, said Assembly member Keith McCormick, who represents South Anchorage. He co-sponsored the ordinance with member Zac Johnson.
“This omission otherwise leaves compliant operators exposed to code enforcement for activity that Anchorage has allowed in practice for decades,” McCormick said.

The warehouse is usually full of pallets of alfalfa hay bales he imports from Washington state, but his stock was thinner than usual on Wednesday, he said.
After burning through his last shipment, he said he had decided to wait to order more until he knew the outcome of the ordinance.
Livestock facility limits

The dispute between Alaska Hay & Feed Supply and the municipality’s Development Services Department began almost two years ago with a noise complaint.
According to a June 2025 memo from former Planning, Development and Public Works Director Lance Wilber, it eventually raised the question: “Does commercial activity associated with large domestic animal facilities include the retail sale of hay and feed?”
Any property with four or more animals, such as cows or horses, falls into that category. This included Alaska Hay & Feed Supply.
The short answer, Wilber said, was “yes, with limitations.” Commercial sales should serve the animals kept on-site and are intentionally limited because livestock facilities are allowed in a number of Anchorage’s residential areas, the memo stated.
Repeated encounters with a code enforcement officer spurred Baines to file a lawsuit.
The municipality put the debate in front of its Zoning Board of Examiners and Appeals in September. During the hearing, neighbors said they believed the hay and feed business had lowered property values and complained of noisy delivery trucks and equipment.
The board ultimately decided Baines’ hay sales violated city code, an action that led to the Assembly ordinance.
In addition to feeding his own black Angus cows and horses, Baines supplies hay and feed to hundreds of customers in Anchorage. Many simply don’t have enough acreage to support livestock, and Alaska’s harsh climate presents another set of challenges for hay growers, he said. His customers range from those with a couple of chickens to horse barns with as many as 40 horses.
Rose English, the owner of Rockin’ B Ranch in South Anchorage, said there have been times in the past when the weather did not allow Alaskans to grow hay, forcing farmers to import hay and feed. She shared containers with neighbors so they could also feed their animals, she told the Assembly on Tuesday.
During the pandemic, her farm also raised pigs, chickens and dairy goats they used to provide meat, eggs and milk to residents when the shelves at the grocery store thinned. It’s necessary for places like her ranch to provide when and where gaps exist, she said.
“It’s going to be very difficult in the future, if anything ever happens, like an earthquake,” English said. “These situations need to be available to help people make ends meet.”
In a written letter from the Hillside Home and Landowners Organization, President Katie Nolan said the recent interpretation of Anchorage’s large domestic animal facility rules created “untenable situations within the agricultural community.”
Nolan encouraged the adoption of the ordinance on Tuesday, citing all the work that had been done under previous mayoral administrations on Anchorage’s animal control laws.
“We ended up with something that worked for our city for decades,” she said. “Unfortunately, along the way, somebody reinterpreted code, and because of that, we had a glitch that needs to be fixed.”
The new ordinance became effective immediately.

Juneau couple who helped change LGBTQ+ rights in Alaska reflect on living openly and joyfully
It’s Pride Month and Juneau joins other communities nationwide in celebrating LGBTQ+ people.
One couple in Juneau, Maureen Longworth and Lin Davis, have dedicated their lives to advocating for LGBTQ+ rights. They met on a late-night dog walk at the Oakland Rose Garden in California in 1987. That was nearly 40 years ago, though Longworth remembers it clear as day.
“I had just gotten off work and was walking my dog, but it was like near midnight, I think, and bumped into Lin walking her dogs,” Longworth said.
A lot has happened since that first walk. The pair moved to Juneau in 1992 and now live on Douglas Island, retired with their dog, Reilly Wryly Raven. It’s been more than two decades since the pair joined a lawsuit that would change LGBTQ+ rights for state and municipal workers in Alaska.
It started because Longworth needed intensive dental work, and her employer wouldn’t cover it. Davis worked for the state’s Department of Labor and Workforce Development at the time, where straight married people could share employment benefits – like health insurance – with their partners.
Davis was denied the same benefits for her partner.
“We had to pay for it out of pocket, but my coworkers out at the Department of Labor and Workforce Development, they would have automatically had their marriage partners covered,” she said.
The women couldn’t legally get married in Alaska back then — Alaska was actually the first state to ban gay marriage through a constitutional amendment in 1998. And, though they’d gotten married in other states and held a ceremony with friends and family, it wasn’t recognized by Alaska.
So, in 1999, they, alongside eight other gay and lesbian couples and the Alaska Civil Liberties Union, sued the state government and the Municipality of Anchorage.
The lawsuit demanded equal benefits for domestic partnerships. It was filed right after the state amended its constitution to define marriage as only between a man and a woman.
Longworth said it felt necessary to take a stance.
“There was no protection for people to take care of their families,” she said.
In 2005 — six years later — they won. The Alaska Supreme Court ruled that denying spousal benefits for gay couples was an equal protection violation. It meant that local governments and the state were required to make employment benefits accessible to people in domestic partnerships.
It was unbelievable. We started screaming, and I was screaming at work, and telling all my coworkers,” Davis said.
“You called me, and I was in the library garage downtown, and I just started crying. We just couldn’t even believe it,” Longworth said.
Since then, the pair have spent decades continuing to advocate for LGBTQ+ rights in Juneau and Alaska, even after Davis was diagnosed with leukemia a year and a half ago. They do that in part by unapologetically sharing their relationship with the world.
“We come out to people like six times a day, just sharing what this is, as wife and wife, going through a pretty fatal diagnosis,” Davis said.
Davis said fighting for LGBTQ+ rights opened the door for them to live their lives openly and joyfully.
“In Hamlet, there’s that line, ‘to thine own self be true.’ So that’s what we’re all about. To thine own self be true,” she said. “Go forward, be brave. You may have to be brave every day, but steady forward.”
“You can see why I married her. Isn’t that the kind of person you’d want to live with?” Longworth said, laughing.
And they commend and appreciate the young LGBTQ+ people who are taking up the torch — to advocate for their community and live bravely.
A cruise ship arrived in Seward on Friday with a dead endangered fin whale on its bow, NOAA Fisheries said Sunday.
The carcass of the 61-foot, adult female fin whale — which was pregnant, based on initial findings — was towed to an area beach for a necropsy, the agency said in a statement posted to social media.
NOAA Fisheries said it is working with the Alaska SeaLife Center in Seward to perform a necropsy to determine the whale’s cause of death. The agency asked people to stay away from the beach where the necropsy is being performed, “for your safety and to allow space for the team to perform the examination and collect samples.”
Photos posted to social media appeared to show the cruise ship involved was the Royal Caribbean vessel Ovation of the Seas, which can hold a maximum of nearly 5,000 passengers.
Fin whales are the second-largest whale species on the plant. They have an expansive range that includes the waters up and down Alaska‘s coast all the way to the Arctic, but they‘re not often seen, spending most of their time in deep, open ocean far from shore, according to a species overview from NOAA. In November 2024, a dead juvenile fin whale washed ashore on the mudflats in Anchorage, attracting throngs of visitors in the following months.
The species is “probably” the most vulnerable to vessel strikes after North Atlantic right whales, the agency said in its species overview.
The dead fin whale in Seward was located “on top of the ship’s bulbous bow,” NOAA Fisheries said in its statement.
Fin whales, which are classified as endangered, are protected under the Endangered Species Act.
“We remind the public that it is illegal for anyone to collect tissue, baleen or any part of the whale, unless you are an Alaska Native collecting tissue or parts for subsistence or use in handicrafts,” NOAA Fisheries said in its statement.
The agency said its Office of Law Enforcement is investigating, and anyone with information can call a 24-hour hotline at 800-853-1964.
Whale strikes, while uncommon, aren’t unheard of in Alaska, or in Seward. In 2016, the Holland America vessel Zaandam arrived in Seward with a dead fin whale on its bow, and in 2006 a Celebrity cruise ship arrived with a deceased humpback whale on its bow.
