Rhode Island State Police announce arrests from Woonsocket Operation Charlie Horse
Colonel James M. Manni, Superintendent of the Rhode Island State Police and Director of the Division of Public Security, declares arrests because of investigation titled “Operation Charlie Horse” performed by members of the Rhode Island State Police Intelligence Unit and the ACI-Particular Investigations Unit.
Throughout the investigation, twelve court-authorized warrants had been executed for searches on autos, residences, digital units, and the Outlaw Bike Clubhouse, positioned on Fabien Avenue in Woonsocket, Rhode Island.
The next objects had been seized:
1 pound of methamphetamine
52 sheets of LSD
16 vials of steroids
118 grams of cocaine
78 grams of crack cocaine
12 grams Fentanyl

The next people had been arrested:
Allen Stilkey, age 50, Pawtucket, Rhode Island, a identified full patch member of the Outlaws Bike Membership, is charged with (2) Counts of Possession With the Intent to Ship a Schedule I Managed Substance – Cocaine; Possession With the Intent to Ship a Schedule I Managed Substance – Methamphetamine; Possession of a Schedule I-IV Managed Substance – Adderall; (2) Counts of Possession of a Schedule I Managed Substance 1 ounce to 1 kilo – Cocaine; Possession of a Schedule I Managed Substance 1 ounce to 1 kilo-Methamphetamine; Possession with Intent to Ship Schedule III Managed Substance-Anabolic Steroids; and Affidavit/Arrest Warrant-Conspiracy to Violate the Managed Substance Act.
Kurt Charbatji, age 47, Central Falls, Rhode Island, a identified full patch member of the Outlaws Bike Membership is charged with Possession of a Schedule I to V (LSD); Possession of Physique Armor; Intimidation of a Witness; Obstructing the Judicial System; and Conspiracy to Violate the Managed Substance Act.
Carlos Garcia, age 51, Woonsocket, Rhode Island, who isn’t a identified member of the Outlaws Bike Membership, is charged with Possession With the Intent to Ship a Schedule I Managed Substance 1 Ounce to 1 Kilogram – Cocaine; Possession With the Intent to Ship a Schedule I Managed Substance – Fentanyl; Affidavit/Arrest Warrant – Home Violence Prevention-Violation of a No Contact Order; and Conspiracy to Violate the Managed Substance Act.
