Silver Alert issued for missing Valley City man

VALLEY CITY—North Dakota law enforcement issued a Silver Alert Sunday, July 23, for a missing Valley City man.

Rory Rupp is a white male, 56 years old, 5 feet 6 inches tall and weighing 137 lbs. He has brown eyes and shoulder-length brown hair.

Rupp was last seen leaving the Sheyenne Saint Raphael Care facility in Valley City around 5 a.m. He is believed to be on foot and was last seen wearing blue jeans, a dark hooded sweatshirt and white shoes. He has multiple medical conditions that impair his judgment, behavior and ability to live independently.
