CLEVELAND, Ohio — Rhonda Brown, who was recently appointed by Cleveland Mayor Justin Bibb as the city’s first senior strategist for arts, culture and the creative economy, is a special kind of boomerang returnee to her hometown.

As a newly minted cultural leader in Cleveland, she’ll draw on nearly 30 years of experience in Chicago as an artist, arts administrator and fundraiser in higher education.
