Escaped Inmate At Large After Armed Carjacking In Maryland: Police

GAITHERSBURG, MD — A 21-year-old Virginia Department of Corrections escapee who is accused of an armed carjacking last month is still on the loose, the Montgomery County Police Department said in a news release Monday.

Naseem Roulack was serving a 13-year sentence on charges of aggravated malicious wounding, grand larceny, and hit-and-run when he escaped from the supervision of two security officers while seeking medical treatment at Bon Secours St. Mary’s Hospital in Henrico County, Virginia early in the morning of Aug, 12, according to police and the Virginia Department of Corrections.

He is now also wanted in connection with an armed carjacking that occurred in the 400 block of West Deer Park Road in Gaithersburg on Sept. 1, police said.

Roulack is described as a Black male who stands 5 feet, 6 inches tall, weighs 225 pounds, and has black hair and brown eyes, police said.

He has four identified tattoos, according to the Virginia Department of Corrections. He has one on his chest that reads “Marie,” one on his left arm that reads “RIP Ish”, one on his right cheek that reads “Cut Throat” and one on his right arm that reads “Faith Is Seeing Light With Your Heart When All Your Eyes See Is Darkness.”

The U.S. Marshals Service Capital Area Regional Fugitive Task Force said they are offering a cash reward of $5,000 that leads to Roulack’s apprehension. The USMS can be contacted at 1-877-WANTED2, or tips can be submitted via the USMS Tips app.

In addition, Crime Solvers of Montgomery County is urging anyone with information regarding Roulack or the crime to visit their website at www.crimesolversmcmd.org and click on the “www.p3tips.com” link at the top of the page—or call 1-866-411-8477. A reward of up to $10,000 is being offered for information that leads to the arrest of the suspects, officials said.

Roulack has an extensive criminal history. When he was 19 years old in 2021, he was charged in connection with an armed robbery that occurred in Dumfries, Virginia, and a shooting that was reported in Dale City. Years earlier, when he was 14, he was wanted for robbery, hit-and-run and possession of stolen property.
