Bald eagles gather in the Upper Mississippi River National Wildlife and Fish Refuge, which stretches 261 miles from Wabasha, Minn., to Rock Island, Ill., and provides prime fishing for the birds, especially this time of year as some migrate back to their nesting grounds.
