Man accused of 2023 kidnapping, robbery in Kansas City bound over for trial

KANSAS CITY, Mo. (KCTV) – A Kansas City man accused of kidnapping and robbing an individual in 2023 has been bound over for trial by a pubic grand jury.

Jackson County, Missouri, Circuit Court records filed on Thursday, Feb. 27, indicate that Pedro Raldan, 36, of Kansas City, has been bound over for trial by a public grand jury. He has been charged with two counts of armed criminal action, robbery and kidnapping.

A probable cause statement filed by the Kansas City Police Department revealed that around 7:55 p.m. on May 8, 2023, emergency crews were called to the area of Abarrotes Lore at 1205 Hardesty Ave. with reports of an armed robbery.

When first responders arrived, they said they found a victim who reported Raldan had walked up to his pickup and ordered him to get out of the vehicle. Raldan flashed a firearm in his waistband so the victim would be compliant.

Investigators indicated that the pair got into the backseat of a Tahoe, where Raldan continued to rob and threaten the victim. Eventually, the driver, later identified as Yahir Garcia-Soto, forced the victim out of the SUV near the area of Hill Top.

Around 10:25 p.m. that night, law enforcement officials said they spotted the Tahoe and followed it to a parking lot near Colorado Ave. and Truman Rd. The pair inside, Garcia-Soto and Raldan, were arrested.

Investigators noted that Raldan told them the victim had hired him to complete a landscaping job. When the victim was unsatisfied with their work, he claimed he only paid $100 of the $500 owed and that he never forced the victim into an SUV or held him at gunpoint.

However, surveillance footage at the scene did not match Raldan’s description of events. The victim also told investigators he had never seen Raldan before the robbery.

If convicted, Raldan could spend up to life in prison. A criminal summons was issued on Thursday, with an arraignment expected to be held at 2 p.m. on Monday.

As of Sunday, Raldan remains behind bars on a $75,000 bond. No further information has been released.
