Project Description: Creative Associates seeks a Finance Manager for the anticipated USAID-funded West Bank and Gaza (WBG) Basic Education Activity, which will strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus anticipated include strengthening foundational skills in literacy, numeracy, social emotional learning (SEL)/soft skills, building teacher and student resilience capabilities and assets, and strengthening pathways between non-formal to formal education.

The Finance Manager will be responsible for (1) ensuring contractual requirements are met, based on USAID policies and procedures; (2) developing and implementing financial procedures in compliance with Creative and USAID policies and procedures; (3) providing financial training and guidance to program staff and partners.

Reporting: This position reports to the Deputy Chief of Party.

Primary Responsibilities:

  • Responsible for daily accounting and financial management functions of the Ramallah and Gaza offices, and ensuring all financial management is performed in compliance with internal and client’s policies and procedures.

  • Ensure that the project meets all USAID contractual requirements and ensure compliance with USAID policies and regulations.

  • Ensure that the project meets all local statutory requirements to keep the legal entity in full compliance in country at all times.

  • Responsible for the verification of procurement and grants documentation and to ensure that those are compliant with internal and client’s financial management guidelines.

  • Work with Vetting Officer to track payment threshold reporting requirements under Mission Order 21

  • Provide financial oversight, including the maintenance and monitoring of the project budget.

  • Manage financial systems, files, and maintain Creative’s online accounting system.

  • Liaise between Creative Associates’ field and headquarters offices regarding program financial matters, as needed.

  • Assure a strong internal control environment exists within the project’s organizational structure.

  • Process payment requests (check and wire transfers) for payments to vendors in compliance with contract requirements.

  • Review and process invoices in accordance with Creative accounting procedures and contract policies.

  • Prepare payroll in line with Creative’s policy and local labor law.

  • Ensure that employees’ pension, payroll taxes, and other taxes deducted from payments to vendors are timely paid to appropriate authorities.

  • Participate in ongoing analysis, forecasting and review of project expenses.

  • Track the transfer of funds between headquarters and the field office and manage accounting and finance records of in-country expenses, including developing tracking and monitoring all financial project activities, and maintaining current project expense data.

  • Conduct project financial transactions in line with Creative’s and donor rules and regulations.

  • Ensure that project expenses are coded to the right GL codes and posted into the accounting system in a timely manner.

  • Prepare all balance sheet account reconciliations as part of the month end process in a timely manner.

  • Prepare bank reconciliations on a monthly basis.

  • Prepare monthly field expense reports, and with concurrence of the DCOP, report monthly expenses to HQ according to established HQ corporate deadlines.

  • Provide Chief of Party with project’s current financial status.

  • Provide financial management and systems training for project staff.

  • Travel to field location(s) as necessary and provide oversight to field office financial systems and processes.

  • Travel to Gaza office as required, managing all financial needs in both Gaza and Ramallah offices

  • Prepare financial statements for local statutory audit purposes and other ad hoc reports that may be requested by local government authorities.

  • Prepare VAT reimbursement claims and follow-up its timely reimbursement with the Revenue Authority.

  • Provide training and guidance to grantees, local partners, and beneficiaries, as needed.

  • Prepare the financial close-out of program activities, and verify documentation and information is complete.

  • Perform other duties as assigned by the DCOP or COP.

Qualifications

  • Bachelor’s degree in relevant field (finance, accounting, business, etc.) required; Master’s degree required. CPA certification desired.

  • 10 years of general experience with at least 7 years of experience in accounting and finance work is required.

  • 5 years of progressive experience managing and supervising groups and teams.

  • Experience managing the finances for a project of similar size.

  • Experience with USAID project finances and budgeting (preferred) or similar work for other donors/U.S. Government agencies.

  • Experience working with requirements of Mission Order 21 strongly preferred

  • Competent in using computers and financial software

  • Experience managing teams

  • Excellent interpersonal and leadership skills

  • Excellent written and spoken English essential

  • Ability to work under pressure and efficiently handle multiple tasks

  • Ability to work under own initiative or as a part of a team

  • Fluency in oral and written English is required.

  • Candidate must be authorized to work in Palestine
