Gov. Jared Polis (D-CO) signed a bill Thursday that would give public and charter schools affected by the recent rise of undocumented migrant students enrolling in them a one-time $24 million boost from the state education fund. 

The Colorado Department of Education will determine how much school districts receive using a multitiered funding model that’s based on how many new students enrolled following an annual October headcount that sets each district’s state funding. 

“Schools are scrambling to ensure that they have the funds to be able to support both our new students and the needs that they have with paraprofessionals, folks who can help with English language acquisition and all of the wraparound services that they need, as well as supporting all of the students who were already in our schools and as we face some overcrowding of classrooms,” Denver Rep. Emily Sirota, a Democrat, said during the bill-signing ceremony.

Sirota, who sponsored the legislation, called the unprecedented situation of asylum-seekers overwhelming city and state resources “quite substantial and unusual in terms of scope.”

By law, public schools are required to enroll minors regardless of immigration status. 

“It is our obligation still to make sure everybody entering our public schools is getting an education,” Sirota said. “There is more need for more paraprofessionals, more teachers, more English language services, more wraparound services.” 

Funding for districts and charter schools will come in two forms. First, they will receive a fixed rate between $15,000 and $750,000 from the Colorado Department of Education based on how many new students have been enrolled. Second, they will receive $4,500 per either their total net student population or the number of new arrivals.

While funding is available for all Colorado schools affected by the migrant crisis, Denver, a self-described “sanctuary city,” has recorded the lion’s share, 41,055, of new arrivals. Of those, thousands have been enrolled in Denver Public Schools since the October funding deadline.  

“Our system was never built to handle this kind of challenge,” said Rob Gould, president of the Denver Classroom Teachers Association. “You’re taking an already stressed system and applying more stress to it.”

The Colorado Avalanche’s playoff matchup with the Winnipeg Jets is set.

And for the first time since the 2020 bubble in Edmonton, the Avs will be starting the postseason away from Ball Arena.

The Avs and Jets will begin their best-of-seven series Sunday night, with Game 1 set to begin at 5 p.m. inside the Canada Life Centre in Alberta. Winnipeg will have home ice in the opening round series after sweeping their regular-season series with the Avalanche by a combined score of 17-4 over three games.

The Jets surged ahead of the Avs in the Central Division standings with a 7-0 win at Ball Arena last Saturday, then clinched the No. 2 seed a few nights later with a win over the Seattle Kraken. The Jets finished with 110 points (52-24-6), while the Avs were just behind them with 107 points (50-25-7) as the Central Division’s No. 3 team.

The winner of the series will move on to face the winner the series between Central Division champion Dallas (52-21-9) and wild card Vegas (45-29-8).

After 71-year-old caretaker, Gerilynn “Lynn” Amaro, was caught on video abusing a mentally disabled man which led to her arrest, her husband and daughter were taken into custody on Thursday in connection to the incident.

In February, a video that was obtained by CBS News Colorado showed Gerilynn abusing the 55-year-old man, named Oscar, who reportedly is developmentally disabled and operates at the level of a 5 to 8-year-old child. 

Gerilynn was the man’s legal caretaker and has had legal custody over him since his father died 11 years ago.

“You do your squats and you do them right, now!” Gerilynn was heard screaming at the man. “Get your f—–g arms down,” she yelled at one point. “If I see you do this again, I’m going to break your arms.”

The video shows Gerilynn knocking Oscar off his feet several different times. She was then arrested on six felony charges.

The videos, which were turned over to the Arapahoe County Sheriff’s Office in January, led investigators to Gerilynn’s arrest on Feb. 7. 

They were recorded by one of Gerilynn’s daughters, Melissa Crawford, 48, who stayed at her parent’s Strasburg home from September 2023 until last month. She said she secretly recorded the videos on her cellphone in mid-December as she said the alleged abuse of the man was unrelenting.

Crawford told Maass that she decided to do something because she thought Oscar might die in the home. She said it was “horrible” to give investigators the evidence that would lead to her mother’s arrest.

In an arrest affidavit for Gerilynn, investigators said the video showed her apparently kicking the man in the chest. Deputies also said when they interviewed Oscar, he reported being hit in the face numerous times and that Gerilynn beat him with a “yellow stick” all over his body.

Authorities arrested Richard Amaro and Ricci Amaro in Phillips County on Thursday. Ricci is charged with six counts of assaulting an at-risk adult, while Richard is charged with two counts of assault on an at-risk adult. 

Video shows abuse of developmentally disabled man

“We are not abusive. He was not treated bad. We love him,” Gerilynn told CBS News Colorado Investigative Reporter Brian Maas in a lengthy phone call following the incident. 

Both Richard and Ricci are currently being held on $2,500 bond. Gerilynn appeared in court back in March.
